Responsibilities

Procurement Technician: PD#60042-A

Position is responsible for maintenance of the item and vendor files in IFCAP. The incumbent will verify the accuracy of item and vendor fils to improve reporting times and quality of data being reported. The position works with in established policies and procedures to complete a wide variety of administrative tasks (e.g., performing market research, pre-award surveys, past performance reference checks). The incumbent works within established policies and procedures to complete a wide variety of administrative tasks (e.g., constructing new contract files, reconstructing incomplete contract files, reviewing contact files for completeness against established indexes and checklists, etc.). The incumbent maintains the COR log for the facility and sends out notices to individual COR's whose certification is ready to expire. Periodically assists the procurement staff in producing a management information report on the status of the Advanced Procurement Plan. This position coordinates the administration of Privacy, Cyber-Security, CBI and any other required training for applicable contractor employees. The incumbent ensures that all training certificates are placed in the applicable contract file. Once a final payment has been made under a contract, the incumbent coordinates the closeout process, including all associated records and paperwork. The incumbent prepares for signature, distributes and files routing administrative documents at the request of the acquisition staff (e.g., SBA Offering Letters, Award Letters). Folllow up duties required include communication and coordination with contractors to resolve delinquent deliveries. Incumbent communicates and coordinates with contractors on matters and issues related to outstanding invoices, late payments, and other order status. This position performs a full range of administrative functions in support of the NCO within the NCO along with support to its customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently and effectively as possible.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience:GS-7

Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a body of standardized procurement regulations, procedures, and operations related to one or more procurement phases or functions. This includes, for example: knowledge of various steps and procedures required to provide a full range of procurement support related to recurring or standardized buys for commonly used supplies or services (e.g., pre-award functions might include maintaining source lists, assembling simple solicitation packages, responding to recurring questions from vendors, and preparing amendments to solicitations). Knowledge of various procurement processing procedures to support purchase transactions that involve the use of different forms and the application of different procedures (e.g., knowing how to process orders involving the use of imprest fund accounts, bank cards, delivery orders, purchase orders, and simple contracts): knowledge of related functional areas, such as supply or finance, to investigate and resolve errors of shipment overage or shortage, delays, incompatible information, or other similar discrepancies using well-established approaches. Knowledge of one or more automated databases associated with specific procurement function sufficient to input a range of standard information or adjustments, understand recurring error reports and take corrective action, and generate a variety of standard reports; and/or knowledge of frequently used and clearly stated procedures and regulations to respond to recurring questions from vendors, agency or activity personnel. customers, and others.

Education

The incumbent performs a full range of administrative functions in support of the NCA within the NCA along with support to the customer base with continuing responsibilities for ensuring that the daily operational functions are carried out as efficiently as possible. The incumbent provides technical support and assistance to contracting personnel.

Competency 2 - Periodically provides guidance and assistance to customer with the Acquisition Planning Module.

Competency 3 - Communication with customers to provide guidance and advise of any procurement related issues; to obtain pricing information and quotes; and to place orders and follow up on delinquent deliveries.

Competency 4 - Provides the customer with consistent information according to established policies and procedures.
