Job Summary

The International Food Policy Research Institute seeks a Compensation and Benefits Manager administers the salary and benefits programs in the US and overseas, assuring that the salary program is fair and competitive, that employees are paid accurately, and that the wide array of benefits programs are managed effectively and in compliance with local, national, and international regulations and standards. The incumbent communicates with employees in all locations to ensure understanding and to assist in resolving problems. The incumbent manages an HR/Benefits Coordinator. This is a one-year, renewable appointment and based at IFPRI Headquarters located in Washington, DC.

Essential Duties

Specific tasks include but are not limited to:

Payroll and Compensation

  • Ensure that employee records and payroll entries are accurate and kept up to date, that reports are prepared in a timely manner, that the annual merit process is handled accurately and efficiently, and that sensitive employee data is adequately protected.
  • Ensure that employee salaries and deductions are properly shared with IFPRI payroll.
  • Ensure that the salary program complies with all applicable laws and regulations in the US and overseas.
  • Ensure that overseas allowances comply with country requirements.
  • Ensure that salary data are submitted to relevant US and overseas surveys.
  • Review salary survey reports to confirm the position matches to the surveys are consistent.
  • Compare US and overseas salaries to survey data to determine the Institute’s competitive position.
  • Manage and ensure the smooth processing of the annual merit exercise.
  • Prepare salary ranges for US and overseas offices.
  • Assist the Director in recommending budgets for salary increases and equity adjustments.
  • Assist the Director in preparing reports for senior leadership and the Board of Trustees.
  • Perform studies about job content, pay equity, and competitiveness as requested.
  • Explain IFPRI tax treatment for US citizen, Permanent Resident, and G4 employees. Work with tax provider to obtain tax calculation worksheets and to organize annual tax information sessions for staff.

Benefits

  • Administer medical, dental, life insurance, disability insurance, retirement savings, and paid-time off plans for US and overseas staff. 
  • Conduct US new employee orientation to explain the IFPRI benefits program to new hires.
  • Support the HR Liaisons in each overseas office to explain benefits to new employees.
  • Ensure that new employees are enrolled in the US and overseas benefit plans in a timely manner.
  • Communicate regularly with employees regarding IFPRI’s benefits programs.
  • Assist employees with changes to their benefit records or selections.
  • Respond to staff questions regarding such matters as benefits, paid and unpaid leave, part-time status, and telecommuting and prepare any needed documentation for these matters.
  • Effectively handle FMLA requests, ADA accommodation requests, and workers’ compensation claims.
  • Ensure that the benefits section of policy manuals in each country is accurate and understandable.
  • Prepare an annual Benefits Summary for US and international plans.
  • Ensure that IFPRI benefit plans comply with US and international regulations.
  • Monitor benefit costs and work with brokers and carriers to ensure effective coverage.
  • Encourage staff wellness initiatives and organize the annual wellness fair.

Supervision

  • Manage the work of the HR/Benefits Coordinator to ensure that employees are promptly enrolled in benefit programs, to reconcile billing and claims payments of insurance plans for US and overseas offices, to provide employment verification letters, and to ensure proper and compliant HR file management as well as the timely payment of expenses.

Required Qualifications

  • Bachelor’s degree plus 10 years’ experience or Master’s degree plus 7 years’ experience in compensation and benefits administration, or the equivalent education and experience.
  • At least two years of experience managing the work of others.
  • Familiarity with US and country specific pay and benefit regulations.
  • Ability to communicate clearly to provide information and assist employees with questions and issues.
  • Ability to train and support subordinate staff in a motivating manner.
  • Demonstrated positive approach to the delivery of human resource services.
  • Ability to work as an active, collaborative, and participatory member of a human resources team.
  • Demonstrated ability to be resourceful, to show attention to detail, and to follow through.
  • Ability to work independently and multi-task under tight deadlines in a fast-paced environment.
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment.
  • Strong organizational skills and demonstrated ability to prioritize work with minimal supervision.
  • Strong presentation, communication, and analytical skills.

Preferred Qualifications

  • Appropriate certifications in compensation, benefits, and/or human resources.

Required Computer Knowledge

  • Demonstrated experience with Microsoft Office Suite.
  • Thorough knowledge of word processing, spreadsheet, graphics, and data entry.
  • Experience with HRIS (Costpoint, Deltek and/or Cognos strongly preferred).

Work Environment & Physical Demands

  • Employee may sit at a computer screen for long periods.
  • Employee may lift up to 10 pounds in the course of normal duties.
  • Employee is required to have close visual acuity to perform such activities as reading data, performing calculations, and preparing written documents.
