The selectee of this position serves as a Supervisory Budget Analyst. You will be responsible for managing the Agency's budget program, to include development and oversight of financial controls, budget formulation, presentation, and execution.

Responsibilities

As a Supervisory Budget Analyst at the GS-0560-14 level, some of your typical work assignments may include:
  • Serves as the Supervisory Budget Analyst responsible for directing and managing the following types of USMS budget programs: formulation, presentation, justification, execution, and review.
  • Coordinates and monitors the annual performance plans and budget with the USMS Headquarters Divisions and District offices.
  • Coordinates and oversees the continual monitoring of obligation and expenditure trends for assigned districts and program areas.
  • Apprises senior management of the Agency's financial condition and advises them of the recommended measures necessary to ensure proper funds management, such as revising apportionments and operating plans, reprogramming, and limiting expenses.
  • Exercises full supervisory responsibility over subordinate positions.
  • Provides advice and assistance to all levels of USMS management on assigned program areas.
  • Establishes and maintains liaison with officials of other Federal agencies and represents USMS at conferences and meetings.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Qualifications

GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0560-14 level, if you fulfill the following qualifications:

One year of full-time specialized experience at or equivalent to the grade GS-13 in the Federal Service performing duties which include 1.) Preparing, justifying, and administering a program budget, overseeing, and monitoring expenditures; 2.) Using cost benefit thinking to set priorities; and 3.) Developing cost-benefit analysis of proposed budgetary and program actions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
