Summary

This position is located in the Office of Inspector General (OIG), Smithsonian Institution (SI). The employee serves as a criminal investigator with responsibility for assisting the planning, coordinating, directing, and conducting of investigations relating to Smithsonian Institution programs.

Responsibilities

Major Duties include:
  • Investigates alleged improprieties on the part of SI employees and others in connection with SI programs.
  • Investigates alleged violations of Title 18, US Code, and Title 22, DC Criminal Code, which may include, but are not limited to, allegations of fraud against the government, false claims and statements, bribery, conversions, corruption, racketeering, embezzlement, conflicts of interest, kick-backs, or other fraudulent or criminal activities affecting Smithsonian Institution programs, contracts, and operations.
  • Investigates alleged violations of other provisions of federal, state, and local statutes affecting labor laws, S.I. grants, contracts, and contractors and their employees, criminal statutes relating to falsification of contractor's payroll, collusive bidding practices, and deviations from or failure to comply with contract specifications

Medical Requirements

The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-9 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as conducting criminal investigations into fraud or other financial or integrity-related offenses, conducting interviews and interrogations, writing investigative reports, collecting evidence admissible in court, drafting and serving arrest and search warrants, and testifying in court or administrative hearings.

Or Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

Experience

You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-11 level that is close or similar to the work of this job. For this position Specialized experience is defined as experience performing investigations of criminal violations; analyzing or evaluating raw investigative data and preparing comprehensive written investigative reports and investigating complex claims involving suspected crimes.

Education cannot be substituted at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:
  • Knowledge of the use of criminal investigative information in procurement, administrative law, and personnel matters.
  • Knowledge of laws, regulations, and decisions relating to methods of conducting interviews, interrogations, surveillance, and preparing and executing search and arrest warrants.
  • Knowledge of investigative techniques such as search and seizure and collection and preservation of evidence.
  • Ability to prepare comprehensive, professional investigative reports, which serve as the basis for preparing cases for legal or administrative action.
  • Ability to testify accurately and convincingly at legal proceedings.
  • Knowledge of specialized technical investigative devices and equipment, such as video and surveillance devices.

  • Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

    Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

    Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

    Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied.
