Responsibilities

The incumbent services as the Coordinator for the Community Based Outpatient clinics (CBOC) operated under the jurisdiction of the VA medical Center, Washington, DC. Clinic sites are: Washington, DC; Alexandria, VA; Charlotte Hall, MD; Lexington Park, MD; Gaithersburg, MD and Andrews Air Force Base, MD. CBOC's provide primary care, mental health and specialty care medical services to veterans who apply for care at the site. Clinical services include walk-in screening/evaluation as well as scheduled clinics in General Medicine/Primary Care, Psychiatry, Social Work, Psychology, Dietetic Education and Preventive Health. On-site support services include EKG, venipuncture, lab specimen collection, and phlebotomy. The incumbent will be responsible of the Business Office Deputy Chief.

It will be the Clinic Coordinator's responsibility to provide the Clinical Operations Deputy Chief with full information and recommendations concerning all administrative and clinical aspects of the Clinic to which the incumbent is assigned. The incumbent will participate with other VA staff to evaluate the effectiveness of the clinic operations and will make appropriate recommendations to resolve issues relevant to clinic operations. Duties include, but not limited to the following:
  • Participates with other VA staff including Business Office and Nursing Service leadership to evaluate the effectiveness of the clinic operations and will make appropriate recommendations to resolve issues relevant to CBOC clinic operations.
  • Knowledge of VA regulations which govern both Title 38 and Title 5 employees, as well as regulations which govern clinic operations, management principles, practices, methods, techniques, knowledge of Joint Commission standards, safety, space and security management.
  • Possess good working knowledge of VA clinical operations, eligibility issues, billing issues, software systems used in VA clinical settings, resource allocation methodologies, workload collection and data validation, transportation policies, medical records review, Clinical Practice Guidelines and the Performance Measures which include Preventive Disease Index and Chronic Disease Index.
  • Skill in recognizing clinical data in the Medical Record and identifying those directly related to patient diagnosis, conditions, and treatment.
  • Knowledge of Performance Improvement principles/techniques and the patient complaint/resolution process.
  • General Knowledge of each of the following: Joint Commission Standards, Veteran Eligibility and Enrollment, Billing, VistA, VistA Scheduling Enhancements (VSE), Computerized Patient Record System (CPRS), Release of Information forms and policies, Transportation Policies, Clinic Profile requests and management, Workload reports and interpretations, and Conflict resolution experience.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

  • PHYSICAL REQUIREMENT: This position involves sitting, standing, walking, bending, using a computer terminal, carrying moderately heavy items such as medial records, supplies, and equipment.

  • WORK ENVIRONMENT: Work is performed in a remote clinic setting with combined administrative and clinical space.
  • Possible exposure to contagious dieses and where personal protective attire such as gloves, mask, gowns, and other precautions for employee protection maybe required.


Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your education or experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. This position is covered by the Administrative and Management Positions qualification standards issued by the Office of Personnel Management.
  • Examples of specialized experience would typically include, but are not limited to :
    • Knowledge of government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
    • Knowledge of regulations and standards of various regulatory and credentialing groups.
    • Knowledge of missions, organizations, programs and requirements of health care delivery systems,
    • Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. Work may have been performed in an operating health care facility or higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities.
    • Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related. OR,
    • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education.
