Summary

The Aeroacoustics and Structural Acoustics Branches at NASA Langley are each seeking a research engineer to serve as Assistant Branch Head to work with the Branch Head to plan, direct, and coordinate branch activities and assure the quality of branch technical products and capabilities. In addition to a supervisory role, the candidate will also exercise technical leadership in the acoustics discipline by conducting technical research in an area consistent with each branch's mission.

  • Participate with the Branch Head to define and assign the work of the Branch, and provide human resource management functions necessary for accomplishing the work of the branch.
  • Supervise the work of the organization, providing administrative and technical supervision necessary for accomplishing the work of the Branch.
  • Obtain and track Branch resources and identify strategic objectives for the organization.
  • Review organization and employee work products with recommendations to accept, reject, or accept with specific revisions.
  • Recommend employees for promotion, awards, and growth opportunities consistent with employee performance and career goals. Approve leave and training.
  • Represent the organization and its work products to NASA programs and projects, Agency management, and external partners.
  • Provide technical leadership through research in one or more of the following areas of acoustics: prediction tools, mitigation concepts and technologies, experimental investigations, measurement capabilities, community response, system studies.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

In addition to the Basic Education Requirements, you must have one year of specialized experience equivalent to the next lower grade level, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

Specialized experience equivalent to the next lower grade level (GS-13) includes performing duties such as; conducting research in the acoustics of aerospace vehicles, such as noise source characterization; source or vehicle level prediction tools and methodologies; noise control technologies and concepts; experimental studies of aerospace noise sources; impact of aviation noise sources on communities; and participation on multidisciplinary teams to accomplish NASA research objectives.

To qualify for the GS-15:

Specialized experience equivalent to the next lower grade level (GS-14) includes performing duties such as; technical leadership in an area of acoustics of aerospace vehicles, such as noise source characterization, source or vehicle level prediction tools and methodologies, noise control technologies and concepts, experimental studies of aerospace noise sources, impact of aviation noise sources on communities, and participation on multidisciplinary teams to accomplish NASA research objectives; setting strategic technical goals for research areas in acoustics that impact the work of a team of NASA researchers and/or acoustic researchers in the broader community, or experience leading a group of engineers and scientists toward common research objectives.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.

U.S. Engineering degrees must have been awarded from a college or university school of engineering with at least one curriculum accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET). Foreign Engineering degrees must be recognized by a Mutual Recognition Agreement (MRA), often known as accords. These are non-governmental agreements among organizations that accredit academic degree programs. This is a temporary promotion or detail opportunity not to exceed six (6) months. This temporary promotion or detail may be terminated, extended or made permanent without further competition. Selectee(s) at the full performance level will be considered for a detail opportunity.

This is a research position and will be filled at the GS-14 or GS-15 grade level. Promotion to the GS-15 will not be automatic, but will depend on the impact of the person and contributions to the research work. Identification of promotion potential in this position does not constitute a commitment or an obligation on the part of management to promote the employee.
