Summary

This position is located in the U.S. Department of the Treasury, Departmental Offices, Under Secretary Domestic Finance, Office of the Assistant Secretary (Financial Institutions), Office of the Deputy Assistant Secretary (Financial Institutions Policy), Office of Critical Infrastructure Protection and Compliance Policy (OCIP). OCIP coordinates the Department's efforts to enhance the security and resilience of financial services sector critical infrastructure and reduce operational risk.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a Policy Analyst, you will:

-Research, develop, identify, review, analyze, and evaluate policy options of current and proposed cybersecurity, resilience, critical infrastructure protection policies, procedures, guidelines, metrics, and or program proposals or program modifications, describing options, their costs in monetary and other resource demands, objectives, consistency with existing programs, and policies determining whether they cost-effectively support Administration, Departmental and Congressional policy, and the views of the Deputy Assistant Secretary and other senior officials. To be fully informed, incumbent draws upon germane classified information available from other agencies, including but not limited to the Department of Homeland Security, the NSC, and the Intelligence Community. Such reports and raw information/intelligence are classified up to the TS/SCI level.

-Provide advice, guidance, and recommendations to top officials on critical issues such as justifying matters involving a significant and controversial program of national scope and impact. Partner with the Department, private sector, and international community to formulate policy positions on cyber, technology, infrastructure, and resilience in advancement of overall objectives of organization.

-Review and evaluate reports, memoranda, legislation, and other proposals to develop recommendations for new policies; revisions and enhancements to existing policies; new or enhanced opportunities for collaboration to achieve a policy objective; new policies that can replace outdated policies; new policies that can provide for technology-neutral policies enabling future-forward flexibility; justifications for legislative proposals to address gap areas in office program areas; and new programmatic work initiatives.

-Develop proposals, prepare Office reports and briefings, and draft speeches, correspondence, and other materials relating to the Office's programs and current issues in accordance with the Office's and Treasury's policies and with consideration to the impact these matters will have on the news media and the general public.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as:
-Assisting in preparing written materials, including briefing or issue papers, and memoranda for use by senior officials, including for the purpose of meetings, speeches, interviews, and testimony; AND
-Summarizing findings and research in written products of various types such as tables, charts, short summaries, or longer memos, presentations and reports; AND
-Providing policy recommendations on a wide range of issues related to cybersecurity and critical infrastructure such as information technology, cybersecurity, critical infrastructure protection, or financial regulatory and policy developments.


Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as:
-Assisting in preparing written materials, including briefing or issue papers, and memoranda for use by senior officials, including for the purpose of meetings, speeches, interviews, and testimony; AND
-Summarizing findings and research in written products of various types such as tables, charts, short summaries, or longer memos, presentations and reports; AND
-Researching cybersecurity and critical infrastructure issues.


Specialized Experience for the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized Experience for this position is defined as:

-Experience researching cybersecurity and critical infrastructure issues; AND
-Experience researching and analyzing various types of data

OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR
Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.


Specialized Experience for the GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as:
-Experience researching and analyzing various types of data AND
-Experience conveying information to decision makers

OR
You may qualify with a Master's or equivalent graduate degree

OR
Two full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

OR
Combination of Experience and Education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.


For the GS-12, you must have been at the GS-11 level for 52 weeks.

For the GS-11, you must have been at the GS-09 level for 52 weeks.

For the GS-09, you must have been at the GS-07 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
