Summary

As a Lead Management and Program Analyst at the GS-0343-14, you will be part of the Office of Enterprise Data and Analytics, Equal Employment Opportunity Commission. If selected, you will function as a Team Leader in the Business Operations Team to provide a wide range of administrative and analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations.

Responsibilities

  • Monitors and tracks regularly recurring financial activity.
  • Reviews funding and spending data to develop cost information reflecting operating expense trends for agency programs, budget line items, etc.
  • Recommends improvements related to funds control management systems.
  • Researches and confirms the validity of charges, verifies data, checks balances, and reconciles accounts.
  • Implements and monitors policies and procedures for travel arranging and/or travel vouchers, and ensures that all requests and actions adhere to the Federal Travel regulations (FTR) as well as Agency standard operating procedures (SOP).
  • Ensures vouchers are complete and that supporting documents such as receipts, travel orders, etc. are present.
  • Verifies the accuracy of voucher packages by comparing claimant information with per diem rate changes, accounting classification, etc.
  • Serves as a Contracting Officer Representative (COR) in monitoring vendor performance and other related COR work.
  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team strategies, goals, objectives, work plans and work products and services
  • Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion
  • Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work achievement, and assists the team and/or individual members in identifying the parameters of a viable solution.

Qualifications

For the GS-14: You must have at least one year of specialized experience equivalent to the GS-13 grade level, OR equivalent public or private sector experience which has given the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience for this position includes: serving as a COR, providing advice to management concerning the most efficient and effective means of budget planning, monitoring and tracking funds, recommending improvements related to funds control/reallocation, reconciling financial data to assure proper relations with control accounts and other related reports and leading the identification of potential problems, trends, program accomplishments in order to monitor and evaluate program performance and administrative systems.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS- 14 level.
