Summary

The Monitoring and Evaluation Advisor works collaboratively with Foundation program staff to guide the development and execution of programs and data collection activities that support the achievement of the Foundation's objectives. The position reports to the Director of Evaluation and supports the work of AARP Foundation's Evaluation Unit by managing and coordinating program evaluation-related activities which include but are not limited to:

· Providing technical assistance on data collection measures and tools

· Advising concept development teams on test and learn projects

· Monitoring and tracking program and grantee data contributing to dashboard goals

· Assessing research and evidence supporting funding requests from internal and external sources
Responsibilities
  1. Ensure discipline and adherence to best practices embedding equity into measurement and evaluation across programs areas
    1. Translate strategic objectives into concrete outcome metrics and targets, which will include intermediary measures needed to achieve final outcomes and objectives.
    2. Monitor key metrics and performance indicators through the Foundation dashboard and other tools.
    3. Coordinate external data partner relationships to ensure consistent, standardized procedures for data collection and extraction across the Foundation.
    4. Provide technical assistance and support to grantee partners to practice integrated planning, learning and evaluation.
  2. Work collaboratively with internal teams to provide guidance on survey development, sprint test designs, logic model development, and data interpretation.
  3. Provide strategic analysis across the Foundation to design data collection plans and evaluation plans for programs and other initiatives.
  4. Develop and implement evaluation training based on needs and interests of Foundation staff.
  5. Advances the research and promulgation of innovations and best practices in evaluation and spearhead continuous improvement in the Foundation's evaluation framework.

Support the work of the Strategy, Innovation, Research and Evaluation team, promoting an entrepreneurial culture that values innovation and creative thinking in new approaches to achieve the Foundation's mission.
Requirements
  • Bachelor's degree in a relevant discipline such as gerontology, public health, public policy, public administration or related social science field is required; or an equivalent combination of related training and relevant work experience
  • Advanced degree is preferred
  • 5+ years of work experience in designing and executing program evaluations and performance measurement processes in the philanthropic, nonprofit, public and/or private sector.
  • Must have formal training and experience with quantitative and qualitative social science research methods, including the ability to clearly communicate the analysis and interpretation of evaluation results to a wide range of audiences in a clear and credible manner.
  • Experience and subject matter expertise in workforce development and/or federal benefits (Medicare, Medicaid, SSI, SSDI, SNAP) is preferred.
  • Experience creating compelling data visualization products in PowerPoint and/or more sophisticated platforms.
  • Proficiency using Qualtrics, Dynata and/or similar online survey system. Experience using Salesforce is a plus.
  • Strong project management skills with an ability to coordinate various groups and to manage multiple projects.
  • Ability to communicate clearly and succinctly, both written and verbal, including public speaking and presenting data in compelling ways that are clear and get to the point efficiently.
  • Must possess a strong team orientation, a high tolerance for ambiguity, the ability to adapt quickly to change, and success working effectively with persons representing diverse cultural, social, and ethnic backgrounds.
