Job Announcement

Works as part of the Human Resources team for the Stormwater Management agency. Stormwater Management is comprised of three divisions with 202 employees. Verifies the accuracy of time and attendance. Ensures the accurate recording of hours worked and supporting justification for overtime/compensatory time earned and leave used. Verifies online time and routine FOCUS-HCM entries. Assist with payroll functions as needed. Provide support and assistance to the Payroll Supervisor and the Human Resources Team. Assist the Human Resources Generalist I to prepare all documentation for interview panels and assist with scheduling interviews. Serves as Training Coordinator managing the training database, creates classes for the agency, and provides training and information to employees on the Infor EAM work order system and FOCUS online time. Oversees and verifies the accuracy of data entry and reports in the agency's Infor EAM work order system to include staff hours, materials, equipment, and contracted charges on work orders. As part of a team, answers incoming telephone calls and records citizen complaint calls and performs data entry into the agency's citizen complaint database. Performs basic calculations and reconciliations. Maintain Human Resource records and filing system. Coordinates and manages agency Safety and Awards Program.

General Financial Duties
  • Uses spreadsheets or databases to organize information and produce standard reports;
  • Prepares a variety of complex disbursement forms (e.g., check requests, travel forms, cash sheets, and journal entries) for routing and approval;
  • May approve some disbursement forms;
  • Compiles and maintains monthly, quarterly, semi-annual, and annual totals, reports, and financial statements;
  • Explains fiscal rules and procedures to employees to ensure uniform application.

Fiscal Administration
  • Sets up accounts through corporate systems;
  • Reconciles ledgers;
  • Prepares status reports;
  • Gathers data for use by others in preparing budget;
  • Prepares transfer vouchers and interfund billing;
  • Monitors external accounts for discrepancies.

Accounting
  • Prepares wide variety of accounting forms;

Personnel
  • Prepares and verifies completeness/accuracy of forms/documents (e.g., personnel requisitions, PARS, PCFs);
  • Provides basic new employee benefits information;
  • Explains routine personnel policies and procedures;
  • Gathers information (e.g., salary range, class specifications, and merit adjustments) from HR website or other county sources for supervisor/management;
  • Instructs employees in proper completion of routine documents (e.g., insurance enrollment forms).

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to high school graduation and two years of experience providing administrative support in the assigned functional area(s).

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driver's license check to the satisfaction of the employer.

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed basis.

PREFERRED QUALIFICATIONS:
Working knowledge with FOCUS (SAP) systems, to include payroll/timekeeping (HCM) certification. Experience in general office administration procedures and record/file management. Proficient or Intermediate skills in Microsoft Excel. Experience providing front-line customer service in support of operations.

PHYSICAL REQUIREMENTS:
Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
