  • The Contracts Manager will be responsible for all aspects of the contracting process including proposals, negotiation, award, administration, and closeout. The Contracts Manager will interface with government and/or customers and provide guidance to the company's management team on contractual matters. The individual in this position will be responsible for managing a contracts team.

Duties and Responsibilities:
  • Work directly with SBU Presidents, program managers, and Finance Dept in executing contracting process from formation through closeout.
  • Analyze requests for proposals (RFPs) and solicitations and ensure SBU and subsidiary senior management is appropriately briefed on all significant terms and risks.
  • Participate in the development of associated proposals in conjunction with pricing and proposal management team members.
  • Administer contracts in accordance with company policies, applicable laws, customer requirements and sound business judgment
  • Facilitate and coordinate negotiations contracts with the government contracting officer in accordance with company policies, applicable laws, customer requirements and sound business judgement to include communicating between internal customers and external customers in order to best minimize risk for the subsidiary companies and SBU
  • Prepare and negotiate strategic agreements, teaming agreements, significant sub-contracts, and commercial contracts
  • Create and/or amend Contracts policies to facilitate company growth
  • Interface with various governmental agencies on related issues and provide guidance, advice and action on such matters to senior management.
  • Administer and/or support in various reporting processes (e.g., CSR, GSA IFF, Schedule J, Win-Loss, etc.)
  • Provide Leadership and mentoring to assigned team members.
  • Responsible for the overall direction, development and evaluation of team members. Carries out supervisory responsibilities in accordance with policies, procedures and applicable laws.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
  • B.A./B.S. degree in Business Administration or similar discipline
  • 5-7 years direct government contract administration experience, to include:
  • Direct government contract administration
  • Responding to government solicitations (RFP, RFQ, BAAs, and other requests)
  • Managing large contracting efforts with multiple subcontracts and team members
  • CPFF, T&M, ID/IQ, MACs and contracts awarded under the GSA schedules
  • Teaming Agreements, Proprietary Information Agreements, and Non-Disclosure Agreements.

Knowledge, Skills and Abilities:
  • Thorough understanding of FAR / DFAR/ ITAR, provisions, terms and conditions of government contract documents
  • Excellent communication skills; ability to work well within a team
  • Excellent skills in time management, setting priorities, and providing guidance to other contracts professionals.
  • Familiarity with commercial contracting regulations and policies a plus.
  • Thorough knowledge of all appropriate ethical standards regarding contracting actions.
  • Ability to travel as needed with short notice and work evenings, weekends and/or holidays as needed.
  • Familiarity with Microsoft Office 365 including SharePoint
  • Ability to meet the requirements to be eligible to be granted a Secret / TS clearance

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.
  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
