The Senior Manager, Railcar Quality Assurance and Warranty Compliance position is part of WMATA's Office of the Chief Mechanical Officer (CMOR) which implements cutting edge technologies and strategies to ensure our riding customers have clean, safe, and reliable railcars for their daily commutes. The CMOR group is ultimately responsible for maintaining the Authority's track maintenance equipment and over 1200 revenue railcars.

The manager supports quality assurance, internal compliance and warranty management programs. In fulfilment of these responsibilities, the incumbent must possess project management and railcar maintenance/ engineering experience as well as strong communication and stakeholder engagement skills. Candidate must be able to communicate effectively with internal and external stakeholders at all levels with the goal of improving compliance, driving accountability and resolving CAPs.



Experience in management of railcar programs with a focus on quality and safety is preferred.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Mechanical Engineering or related fiel
    • In lieu of a Bachelor's Degree, a High School Diploma/GED and a of four (4) years of experience in the field of railcar quality, engineering, or maintenance administrative / management techniques, in addition to the experience stated below, will be considered

Experience
  • Minimum of ten (10) years of progressively responsible experience in railcar quality, engineering, or maintenance administrative / management techniques

Certification/Licensure
  • None

Preferred
  • Experience with leading teams responsible for oversight or operation of activities related to manufacturing, repairing or engineering for transit rolling stock.

SUMMARY

The Manager, Railcar Quality Assurance and Warranty Compliance develops, implements and oversees quality control, the warranty program and engineering incident responses for railcar maintenance and engineering. The incumbent collaborates with the CMOR senior leadership team to establish and attain quality improvement goals and objectives in support of the overall departmental goals and objectives. The role continuously evaluates the effectiveness of improvement actions, and modifies programs, as necessary, to ensure resolution of quality issues and the achievement of CMOR safety and reliability goals.

The Manager, Railcar Quality Assurance and Warranty Compliance serves as the primary advisor to the Vice President & Chief Mechanical Officer on matters of quality assurance, internal compliance and warranty. In fulfilment of these responsibilities, the incumbent manages a network of staff with backgrounds in Program Management, Quality Management, Project Coordination, Engineering, Quality Auditing, Incident Response and more.

ESSENTIAL FUNCTIONS
  • Develops, Implements, and Maintains a Quality Assurance and Control Plan for Rail Vehicle Maintenance and Engineering. Ensures compliance with WMATA's Quality Management System Plan and improves operational excellence.
  • Leads the implementation and maintenance of a warranty program with Procurement, Rail Vehicle Programs and Railcar Maintenance to ensure that warranty agreements, either expressed or implied, by WMATA prime contractors and their suppliers, conform to WMATA established or contracted requirements. Ensures the proper utilization of all warranty provisions associated with the acceptance and operation of new assets.
  • Develops quality plan for new Railcar Fleet and major capital acquisitions.
  • Directs inbound inspection and testing activities of newly purchased equipment prior to acceptance.
  • Directs inbound inspection and testing activities of newly purchased equipment prior to acceptance.
  • Meets with external suppliers, prime contractors and subcontractors to review program status, and quality issues that affect delivery and performance. Visits vendor and subcontractor facilities/factories for audits and quality checks.
  • Interfaces with manufacturers to resolve technical and warranty issues; ensuring the Authority has a safeguard from costs associated with equipment that does not meet contract requirements.
  • Responsible for ensuring Railcar Maintenance and Rail Vehicle Programs are in compliance with all established rules and procedures including SOPs & OAPs. Monitor, audit and report on internal compliance within the CMOR organization.
  • Provides guidance to bring open corrective actions to closure in compliance with CMOR, QICO & external regulatory agencies' requirements.
    • Acts as a change agent regarding continuous quality improvement opportunities and effectively engages Railcar Maintenance and Rail Vehicle Programs.
  • Manages an incident response team of engineers operating independently from Vehicle Engineering and Railcar Maintenance. The team responds to any unusual conditions and is responsible for developing objective reports.
  • Supports subordinate staff including recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.

OTHER FUNCTIONS
  • Conducts status briefings for Authority Officers and external stakeholders to convey questions, results or concerns, and ensure that no miscommunication can result in risk to the Authority. Using information from quality activities, develops solutions to optimize systemic organizational processes and provides guidance and recommendations to address and prevent hazards while reducing risk. Develops, recommends and implements strategic business plans and processes.
