Job Announcement

Serves as a technical expert, plans and directs design professionals in a variety of space planning/interior design activities in complex commercial buildings. Provides a wide range of professional support to county-owned and designated leased facilities under the Department's responsibility. As a registered Architect, leverages a strong technical background, excellence in design, attention to detail and quality control to perform and review reports, design drawings, specifications, schedules and budgets for commercial building space planning/interior design projects. Uses technical judgment to drive design delivery, technical reviews, challenge proposals and build consensus. Independently produces and stamps drawings as a licensed architect for interior space reconfigurations and small renovations. Ensures the timely completion of projects assigned consistent with quality standards of the Facilities Management Department (FMD) and industry standards, as well as, ensuring projects and designs are financially and operationally viable and completed in a cost-efficient manner. In a lead capacity supervise and provide day-to-day guidance to space planners. Serves under the guidance and general direction from the Assistant Director of Design, Engineering and Construction.

Required Knowledge Skills and Abilities

Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
Knowledge of real property descriptions;
Knowledge of environmental testing methods;
Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
Ability to coordinate long-term, complex project plans;
Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; PLUS
Five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Registered Architect - RA


NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Five or more years' demonstrated history directly responsible and accountable for management and supervision of full performance space planning design and construction projects in occupied buildings greater than 100,000 gross sq ft., per building to include low rise and high rise (5 stories or more) buildings with individual project budgets over $100,000 involving multiple trades. Five or more years' demonstrated history in interpreting and applying building codes and regulations. Proficient in reading building architectural and engineering plans. As a licensed architect, five or more years demonstrated history in the full performance responsibility for a portfolio of complex commercial building space planning projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, design development, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, firm/contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation. Five years of experience stamping drawings for commercial building complex building interior retrofits.

PHYSICAL REQUIREMENTS:
Access facility equipment and equipment rooms. Mobile to access active construction sites. Wear personal safety equipment to include safety shoes, ear protection, safety glasses, and hardhat. Ability to climb ladders, access tight spaces, crawl, reach, lift 25 lbs, push 25 lbs, etc. Dexterity to use hand tools. Vision to see detail drawings, construction and discern color. Drive a motor vehicle. Communicate with others verbally and in writing. All duties performed with or without reasonable accommodations.
