This Manager III position is the Section Chief for the Resource Conversion Section in the Recycling and Resource Management Division, Department of Environmental Protection (DEP).  The employee in this position is responsible for overseeing the operations at the Shady Grove Processing Facility and Transfer Station, the Resource Recovery Facility (RRF) and the Oaks and Gude Landfills.  The employee in this position must ensure the service and operations contracts and intergovernmental agreements set clear expectations for safe operations, environmental compliance and efficient services ensuring waste receipt and disposal for the greater than 1 million County residents.  This position requires regular inspection of field activities and may impose physical demands including occasional standing for long periods and/or walking over rough and uneven construction sites and terrain.

Responsibilities include but are not limited to:

• Ensuring safe and compliant operations at the Scale House, Tipping Floor, Waste and Recycling Drop off points at the Transfer Station and the Resource Recovery Facility.  This includes safe operations of contractors through compliance with requirements in the contracts, clarity in operating procedures and policies, and training of county staff at the Transfer Station.  

• Ensuring that the Oaks Landfill and Gude Landfill gas-to-energy and gas recovery and support systems are maintained and operated safely and in compliance with permit requirements.

• Ensuring the County’s compliance with its Maryland Department of the Environment (MDE) Consent Order for remediation of the Gude Landfill 

• Coordinating with the Materials Management Section to ensure clarity in oversight roles of the 2 sections, of the contractors performing work at the Grinding Operations and Mulching operations with contractors performing work at the waste operations (Scale House, Tipping Floor), and receipt of waste and recycling at the upper lot operations.

• Review and approve approximately $15-20 million per year in payments, track expenditures among programs, and prepare and review budget information.

• Contract management/administration and procurement (project development through award and completion)

• Provide management and supervision of the Resource Conversion Section managers and staff, including ensuring oversight of on-site contractors.

• Oversee readiness to respond to debris management emergencies

• Prepare, oversee the preparation of, or provide review for documents and presentations for use within the government, presentations to the public, and responses to correspondence.

As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.

This position requires possession of a valid driver’s license and the ability to drive a County vehicle to conduct and attend meetings and presentations, perform work at locations outside the office, and participate in other work-related duties.  

Minimum Qualifications:

Experience:   Five (5) years of progressively responsible professional experience in solid waste transfer station management and/or waste-to-energy facility management. 

Education:  Graduation from an accredited college or university with a Bachelor’s Degree

Equivalency: An equivalent combination of education and experience may be substituted.

Driver’s License:  Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.
