Summary

This position is located in the Office of Policy, International Affairs, and Environment and serves as an Environmental Protection Specialist in the Noise Division of the Office of Environment and Energy. Performs multiple, varying, and complex assignments under the limited direction of a manager, project/ program manager, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Responsibilities

Applies experience and advanced technical knowledge applicable to assigned discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how assigned technical area interacts with or is affected by other disciplines and considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Is knowledgeable in performing the noise modeling and proper steps of analysis for a comprehensive noise analysis that satisfies the requirements of the National Environmental Policy Act (NEPA) and 14 CFR Part 150 for FAA Federal actions at commercial service airports. Analyzes and drafts data-driven recommendations for policies, programs and projects related to measuring, monitoring and modeling the environmental effects of commercial aviation noise for airport and airspace projects.

Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work activities within established schedules. Supports the development and interpretation of agency-wide environmental policy and guidance. Manages research and development (R&D) programs related to characterizing aircraft engine noise, modeling aircraft noise and its effects on people and related issues pertaining to the operational performance of subsonic and supersonic transport aircraft.

Prepares technical documentation for project development and technical studies, and compile and analyze operational aircraft performance and engineering data pertinent to aviation performance and noise. Utilizes and provides input into the development of the FAA's Aviation Environmental Design Tool (AEDT). Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations.

Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Works under the limited direction of a manager when performing project management and analysis tasks; collaborates and coordinates with inter-intra government agency organizations and stakeholders in the aviation industry, and academia to accomplish work. Communicates technically complex information in a manner that is easy to understand by a diverse audience, including external parties.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as: Experience in managing the technical details and financial aspects of a research and development project related to aircraft noise and modeling sound propagation, identifying existing or potential performance deficiencies, and effectively communicating outcomes.

You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.
