Summary

This position is located in the U.S. International Development Finance Corporation (DFC), Office of Structured Finance and Insurance (OSFI). Serves as a senior officer managing the most complex, sensitive, or precedent-setting finance projects; and responsible for carrying out the full range of new project financings and undertakes all tasks required to process transactions from initial screening through due diligence, negotiating and structuring, approval, documentation, closing and funding.

Responsibilities

  • Perform the full range of activities in the structured debt finance origination process, including reviewing business plans, off-take agreements, financial model projections/financial model sensitivities for structured debt finance applications.
  • Prepare written portions of necessary documents and memorandum, such as loan papers, which are required in the credit approval process.
  • Present loan origination to credit approval committees.
  • Negotiate complex terms and conditions in insurance contracts and structured debt finance agreements.
  • Conducting outreach to expand the prospective insurance and structured debt finance pipeline.

Qualifications

Applicants must possess at least one (1) year of specialized experience that is equivalent in difficulty and complexity to the GS-13 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position.

More specifically, this requirement involves (1) Experience conducting and reviewing the most complex loan origination including ALL the following: financial analysis, legal structuring, economic or political risk analysis, due diligence, risk exposure, detailed credit analysis, presentation to credit approval committees, and loan negotiations of limited recourse finance transactions in developing countries; AND (2) Conducting analysis on political, economic or credit risks in business transactions; AND (3) Creating, analyzing, auditing, and running sensitivities on the most complex financial models for international project finance projects; AND (4) Working on the most complex international investments or international financial transactions within the following areas: commercial bank, investment bank, international financial institution, or multilateral organization; AND (5) Expert level experience in the project finance industry with experience gained in at least three (3) of the following areas : corporate finance, accounting, credit analysis, international investments and or commercial/investment banking. Note: Experience gained in the last 5 years is highly desirable.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
