Responsibilities

The primary purpose of this position is to serve as a Program Manager, in a Supervisory capacity, within the Office of Asset and Facilities Management (OAFM), Facilities Management (FM), for which both the scope and effect of the work has a department-wide impact. OAFM Facility Management Division is responsible for the management, leasing, design and construction of ICE domestic real estate portfolio, to include operational and administrative space.
  • Review and approve space requests prepared by Space Management Specialists and Architects before submission to General Services Administration (GSA) to initiate the real estate lease acquisition process;
  • Manage and assist Space Management Specialists and Architects as they coordinate with GSA during real property lease acquisitions. Make decisions concerning the suitability of proposed leased properties to fulfill ICE's operational and real estate requirements;
  • Manage and assist Space Management Specialists and Architects as they review, comment on, and approve architectural, mechanical, electrical, and plumbing drawings and specifications for compliance with ICE requirements;
  • Manage and support Space Management Specialists and Architects during the planning, funding, construction, inspection, acceptance, and documentation of ICE Facilities projects; and
  • Manage organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.

Qualifications

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as:
  • Maintain a Real Property Management System (RPMS) for use in creating, funding, managing, and tracking active facilities projects;
  • Developing comprehensive facilities requirements, statements of work, and funding documents in support of facilities projects;
  • Managing a professional, technical, and/or administrative program where you provide expert advice on program issues to management and officials at multiple levels of an organization; and
  • Identifying and resolving unique issues, using innovation where no policy exists.
