Responsibilities

For the GS-13: This is a developmental position; full performance level is GS-14. The incumbent performs essentially the same duties below but with greater supervisory controls.

For the GS-14:
  • Serves as the agency Office of the Chief Information Officer (OCIO) Representative and Strategic Integrator for enterprise operational planning efforts and associated working groups. This position is a principal liaison with the OCIO, ensuring proper communication and fulfilment of OLMS requirements, as well as working to ensure integration and adoption of IT solutions within OLMS.
  • Identifies, monitors, and assesses OCIO deliverables - ensuring that OCIO products and services align with agency requirements and strategic direction. Utilizing expert knowledge of agency business processes and systems, analyzes and evaluates a wide range of operational and programmatic information to measure OCIO performance. Monitors change requests, measures deliverables and timelines, identifies problems, and validates prioritized backlogs.
  • Serves as the change manager for overseeing the development, coordination, modernization, implementation, and sustainment of significant transformation and change management initiatives for the agency's business product management program through integrated business and IT architecture. Directly supports the agency's transition from decentralized business systems to a centralized and integrated enterprise that is optimized along and across all agency business needs and processes.
  • Servers as OLMS' Data Governance point of contact and supports the Chief of DPMT and the Director of the Office of Field Operations in their roles as member of the DOL's Data Board and member of the Data's Board's Enforcement Working Group, respectively. Works across organizational lines to collaborate and coordinate effectively on data strategy, management, and policy issues, as well as DOL data governance, stewardship, architecture, and utilization; provides recommendations to leadership on the creation, implementation, and oversight of data governance policies, roles and responsibilities, management, and decision-making parameters related to the data created, collected, managed, or otherwise controlled by the Department.
  • Serves as the Business Systems Officer and acts as the liaison between the Agency leadership and the OCIO on IT related issues. Manages the office shared drives. Ensures security and access rights are applied to shared drives and subfolders. Establishes and promotes naming conventions applicable at the folder, sub-folder, and file level.
  • Develops program studies, strategic assessments, and analyses of alternatives solutions to support business transformation. Prepares and presents briefings and makes presentations on the assessments progress and results, to include preparation of technical reports and documents on progress and results. Provides recommendations to inform decision makers.
  • Gathers, identifies and assembles data and prepares periodic formal review and analysis for senior management officials. Coordinates agency data calls as needed. Develops scheduling reviews, charts, and forms for internal and higher authority use that depict OLMS communications and systems. Develops and presents recommended corrective actions or solutions for approval on problem areas.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience is defined as experience conducting data analysis and advising leadership on best practices; experience working with IT consultants and IT officials to resolve management information systems design and implementation issues; and, experience assisting in the development of policies, issuances, and directives by researching issues and drafting proposed guidelines and explanatory materials.

For the GS-14: Applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
