Responsibilities

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

Incumbent is responsible for managing and directing the activities associated with relevant aspects of the infrastructure supporting systems and services of the CAO. Incumbent understands the House storage area networks, Exchange, active directory, applications, communications equipment (switches/routers), Member and Committee office structure, and other elements associated with infrastructure. Activities include system architecture, configuration, administration, performance monitoring, disaster recovery, documentation, customer interface and reporting. Performs all Branch administrative activities including staff meetings, reporting, strategic planning, and project documentation. Provides the vision and direction to meet business and strategic goals to include business continuity/disaster recovery objectives. Responsible for formulation and execution of the Branch budget. This position has supervisory/managerial and project management responsibilities.

Primary Duties/Responsibilities:
1. Manages the day-to-day activities associated with implementation, administration and sustainment of the server infrastructure.
2. Ensures server infrastructure is capable of supporting CAO strategic technology plan and initiatives.
3. Maintains server infrastructure disaster recovery and contingency planning in a current ready status.
4. Develops, maintains and enforces operational and functional policies and procedures that govern the server infrastructure.
5. Recommends the incorporation of advanced state-of-art system techniques, tools and practices in the development process and the improvement of system performance and responsiveness to ever-changing requirements.
6. Coordinates with House offices and vendors to implement House office requirements associated with infrastructure.
7. Performs project management responsibilities for assigned activities to include project plans, documentation, schedule, resources, communication, execution, reporting, presentation, etc.
8. Performs general day-to-day management and supervision of assigned staff.
9. Performs timely completion of individual performance plans and evaluations, training plans, employee coaching and mentoring, and appropriately addressing employee conflicts and disciplinary actions.
10. Approves all branch products, written or oral, and generates standards and plans for quality assurance of work performed by subordinates.
11. Maintains responsibility for the safety of personnel and property within the areas of authority. In this regard, takes necessary action to identify and control hazards and implement safety requirements.
12. Assigns tasks to subordinates within specific responsibilities and levels of expertise and plans for the timely performance of work accomplished by subordinates.
13. Assists Director in the formulation of management and technical plans to achieve HIR program goals and objectives.
14. Performs all branch administrative activities including staff meetings, reporting, budgeting, strategic planning, and project documentation in a timely fashion.
15. Performs license management, including vendor negotiations and arranging for vendor support.
16. Demonstrates willingness and cooperation in participating in matrix managed projects.
17. Maintains professional relationships with customers, management, colleagues and vendors and deliver high-quality customer service.
18. Interprets regulations and directives promulgated by higher authority and develops methods and procedures to assure implementation and compliance, including the System Development Life Cycle.
19. Manages contractors to accomplish the objectives of the branch.
20. Consistently makes knowledgeable decisions effecting performance, budget and schedule of products and services.
21. Develops and presents briefing and communication material appropriate to audience.
22. Ability to meet minimum physical requirements (lifting, bending, crouching, standing, etc). Work requiring lifting and carrying items should be less than 50 pounds.
23. Recommends, schedules, and implements the incorporation of advanced state-of-art system techniques, tools and practices in the development process and the improvement of system performance and responsiveness to ever-changing requirements.
24. Develops Statements of Work (SOW) and subsequently evaluates. May perform as Contracting Officer Representative (COR).
25. Advocate for the best use of appropriated funds.

Qualifications

Bachelor's degree in related field and 9+ related years of work experience or equivalent work experience.
*Years of experience may be counted towards a degree.

This position may require travel between various House facilities.

This position may require 24x7 on-call support and/or the ability to work shift hours to provide 24x7 days a week technical support for the House's information technology infrastructure. Incumbent must be able to work additional hours if necessary. Incumbent must be able to secure and maintain Federal Government security clearances as deemed appropriate by management.
