Responsibilities

The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency's business processes. This position is located within the Cybersecurity Division that is responsible for all aspects of USPTO Cybersecurity. The Division is led by the Chief Information Security Officer and is comprised of two functional teams that include the Cybersecurity Authorizations and Compliance Branch and the Cybersecurity Operations Branch. As The Information Technology (IT) Cybersecurity Product Manager this position is responsible for product planning, delivery and marketing throughout the security and compliance product lifecycle.

This position will be responsible for...

  • Managing the security and compliance products life-cycle from requirement through development, testing, deployment, maintenance and migration, and production support.
  • Ensuring product delivery capacity is maintained across business and product lines to satisfy customer requirements, needs.
  • Developing a forecast for the product based on incorporating input from emerging technology trends, emerging business needs, and USPTO priorities to improve product delivery.
  • Developing a vision, strategy, and roadmap for the security and compliance product based on input from internal resources.
  • Managing product components throughout their lifecycle from concept to end-of-life.
  • Collecting, managing and maintaining traceability of requirements from all stakeholders across product releases.
  • Providing technical advice and guidance on product planning, delivery and marketing throughout the security and compliance project lifecycle.
  • Working closely with other Product Lines and Product teams to deliver services that align with this vision, meet business customer needs and provides a consistently high quality standard.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal Service. Specialized experience for this position includes:
  • Managing a product through its life-cycle.
  • Developing a product strategy that defines product implementation and objectives for the business.
  • Ensuring IT service are delivered on time and tracked to completion.

  • In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:

    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
