Responsibilities

  • Gathers/analyzes customer requirements, and develops, documents, tests, implements, maintains and modifies the CHEC/CAMPIN system and/or custom business applications using Oracle's Application Development Framework solutions and development tools.
  • Works directly with Functional Analysts/Stakeholders/Customers to document functional/business requirements for project development/ system change requests, and plans and develops estimates for the activities and effort involved.
  • Participates in all levels of testing, i.e., peer code reviews to individual unit testing, and integration and user acceptance testing, including performance testing, concentrating on the technical aspects of the environment.
  • Develops programming solutions for transaction processing, software system interfaces, input/output requirements, database queries, formatted reports, and other assigned development tasks using JAVA, WebLogic, and Oracle's ADF and database platform.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Relocation expenses will not be paid.

Due to the COVID-19 pandemic, Census Bureau employees will be either under mandatory or maximum telework through December 31, 2020. The Census Bureau continues to closely follow the guidance of the Centers for Disease Control and Prevention, Office of Management and Budget, Office of Personnel Management, and state and local health authorities to ensure the safety of its workforce. You are encouraged to work closely with your immediate supervisor regarding any changes related to reporting to the Suitland Federal Center. You will be required to relocate and report to the Suitland Federal Center to begin your employment immediately upon receiving notification.

Qualifications

Specialized Experience: For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 in the Federal service. Experience for this position includes: Experience as Oracle Developer in providing maintenance and enhancement development support for various application(s) using JAVA languages, J2EE, Oracle ADF, WebLogic, SOA, and Oracle database platform; Experience in full System Development Lifecycle (SDLC); Experience analyzing systems and applications, identifying needs analysis and process; Experience communicating effectively orally and in written form with various levels of management; Experience utilizing Oracle ADF and tools to troubleshoot and address technical and business-related problems/challenges, or implementing code changes to improve performance; and Experience utilizing PLSQL and SQL using SQL Developer, TOAD, etc. to perform data extraction, transformation, and loading to various target sources.
