This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Civil Rights Directorate, Office of Civil Rights Operations, Civil Rights Detachment Region 1, Washington, DC.

Responsibilities

You will serve as civil rights subject matter and program expert for the USCG Region 1, Zone 4 office, providing services to over 3,500 military and civilian employees.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Performing assignments involving the Coast Guard EEO/EO Program development, administration, evaluation, training, and advisory functions, including affirmative employment program and community outreach activities.
  • Processing military and civilian complaints of discrimination, resolving disputes, and proactively implementing or participating in programs and activities aimed to prevent discrimination.
  • Drafting and preparing complaint related documents.
  • Entering complaint-related data into complaint databases or other the program tracking applications.
  • Serving as a trainer for personnel in Civil Rights Awareness, Sexual Harassment Prevention, and other courses related to Civil Rights and Equal Employment Opportunity. Training may require travel.
  • Electronically and manually researching information and applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations (29 CFR 1614), DHS's regulations and or the Civil Rights Manual (COMDTlNST M5350.4 series).
  • Providing advice and assistance to managers, supervisors, employees, and applicants for employment on civil rights program policies, regulatory requirements, and procedures. R
  • Developing, planning, coordinating, reviewing, monitoring, evaluating, and updating assigned program activities.

Qualifications

FOR GS-11: One (1) year of specialized experience equivalent to the GS-9 level in the Federal service.

Specialized experience includes: Researching information and applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations; Utilizing conventional fact-finding, analytical and problem solving methods to conduct special studies of management practices, organizational structure and employment patterns; Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures; and drafting and preparing complaint related documents

OR-

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

FOR GS-12: One (1) year of specialized experience equivalent to the GS-11 level in the Federal service.

Specialized experience includes:

Developing, planning, coordinating, reviewing, monitoring, evaluating, and updating assigned program activities which include the Affirmative Employment Plan (AEP), EEOC's MD 715, and the processing of informal and formal complaints of discrimination; Researching information and applying practical EEO knowledge to analyze complaints to determine if allegations are within the purview of EEOC's regulations; Utilizing conventional fact-finding, analytical and problem solving methods to conduct special studies of management practices, organizational structure and employment patterns; Providing advice and assistance to manager's supervisors, employees and applicants for employment on civil rights program policies, regulatory requirements and procedures; and drafting and preparing complaint related documents.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

At a minimum to confirm eligibility for purposes of appointment based on relocation under these provisions a spouse of a service member must provide a copy of the marriage certificate or other documentation verifying marriage and a copy of the military PCS orders assigning the service member to a certain post.     8. OPM must authorize employment offers for former or current Political Appointees.
