Summary

This position is located in the Technology and Integration Office (TIO), Infrastructure and Networking for the Office of Electronic Health Record Modernization (OEHRM). The VA OEHRM is responsible for ensuring that VA successfully prepares for, deploys, and transitions to, a new Electronic Health Record (EHR) system. OEHRM will ensure the modernized EHR system is positioned to meet VA needs, and enable seamless delivery of healthcare to Veterans and qualified beneficiaries.

Responsibilities

Major duties:
  • Defines, interprets and manages the IT project including developing business and technical requirements, goals, metrics, cost, scope, schedule and deliverables.
  • Leads and resolves project management related issues and risks.
  • Oversees the requirements planning, procurement, design, modification, integration, testing, and deployment of the IT system.
  • Evaluates, monitors, or ensures compliance with Federal, VA laws and regulations, policies, standards, or procedures; Identifies standards or requirements for infrastructure, configuration or change management.
  • Develops and reviews various types of contracts, techniques for procurement, acquisition requirements documentation, leads or participates in contract technical source selection and evaluations.
  • Serves to manage the development, modification, enhancement, deployment or decommissioning of a product, service, or system and is constrained by the relationships among scope, resources, and time.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of dexterity and visual acuity enough to utilize these tools is required. Some physical effort is required in
that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort. Occasional travel is required to attend meetings, conferences and specialized technical training.

The Selective Placement Factor for this position is: (1) experience in project management as outlined in the Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK), Federal Acquisition Certification Project Management (FAC PM) or Defense Acquisition University Project Management Certification (2) experience in project management disciplines such as requirements analysis, project planning, budgeting, cost analysis, configuration management, data management, information systems and network security, information technology architecture, information technology performance assessment, infrastructure design, systems integration, systems life cycle, and technology awareness.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. ANDGS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. The Specialized Experience for this position is: demonstrated on the job experience (1) managing IT Projects including developing business and technical requirements, goals, metrics, cost, scope, schedule and deliverables (2) experience developing/implementing product release plans. (3) knowledge of design concepts and methods and relationships among multiple IT disciplines (4) developing various types of contracts, techniques for procurement, acquisition requirements documentation and participating in contract technical source selection and evaluations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

There is no educational substitution for the GS-14 level.
