Responsibilities

Functional of the position include, but are not limited to, the following:

A. Academic Detailing
  • Incumbent is a knowledgeable resource to the VISN AD Program Manager and other groups when called upon such as the VISN 6 Pychotropic Drug Safety Initiative (PDSI) workgroup, VISN 6 Pain Committee, pharmacoeconomic pharmacists, and clinicians regarding educational outreach programming. .
  • Incumbent will identify priority providers whereby to address AD campaign efforts, performance measures and optimize cost-effective use of medications and respective concerns.
  • Implement VISN-wide targeted campaigns to achieve identified goals and/or performance measures in a global and time-efficient manner. Monitor needs of the individual facility and guide the site on project implementation.
  • Generates facility level reports, lists, and/or data for the as appropriate for program monitoring purposes. The incumbent will use multiple computer software programs and various national dashboards for management and analysis and trending of facility data.
  • Works closely with local facility groups such as the Pain Committee, PDSI Committee, Opioid Safety Committee, Pharmacy and Therapeutics Committee as needed based on facility and/or VISN academic detailing campaigns.
  • B. Education/Training
  • Provides education based on identified performance and/or campaign areas and correlating data to targeted providers, pharmacists, and clinical teams. Assist in developing patient-targeted education to enlist patients in helping providers meet performance measure goals as appropriate.
  • Works with clinicians to identify, develop, and implement target programs. Develops and performs formal and informal education to promote these programs and gain acceptance.
  • As assigned may serve as a clinical preceptor for Doctor of Pharmacy students and PharmD residents while maintaining a sustained record of contribution and commitment in Pharmacy as defined by American Society of Health-System Pharmacists (ASHP)
  • C. Healthcare Systems Barrier Resolution And Programming
    • Role of an academic detailer conducting educational outreach interventions is to analyze, describe, propose solutions, and work to implement solutions to system barriers impeding implementation of evidence-based practices. Examples of system solutions include informatics tools such as clinical reminders, authorization processes, education and implementation of clinical delivery models such as patient group appointments and educational programming with staff on training new skill sets and population management approaches. Incumbent will facilitate with local facility leadership the implementation and development of system solutions to identified barriers to clinicians/patients in shared care decision models.
    D. Clinical Practice Guideline Knowledge And Promotion
    • Extensive knowledge of VA initiatives, clinical guidelines, and focus areas from performance measures goals is required. In addition to factual contents, the AD CPS must be versed with key studies and other supporting medical literature for CPG. Educational functions of the AD CPS can extend beyond guidelines to include significant new information on topic related to the guideline. This includes medication safety concerns such as the focus areas of PDSI and the opioid safety initiaive (OSI) and other co-morbid topics which impact Veteran's health.
    E. Analysis of Prescribing Practices
    • The AD CPS will work with facility data collected from various databases, dashboards, and informatics tools to analyze prescribing practices. One goal of this analysis is to target providers who do not appear to prescribe medication in accordance with CPG.
    F. Promotional Materials And Ideas
    • The AD CPS will assist with development of printed materials that can be used for detailing CPG. Other concepts may be developed including promotional/ marketing pieces, video or audio.
    G. Promotional Activities
    • The AD CPS will meet with priority providers on a regular basis in the performance of AD responsibilities. The performance of one-on-one and group meetings will be used to discuss guidelines, review provider prescribing profiles, and educate providers on relevant new published clinical literature.
    • The AD CPS will be available to give lectures or smaller in-service presentations related to CPG or targeted campaigns as requested by various health teams.
    • In addition, the AD CPS may develop promotional concepts and may launch a promotion as a time-limited intensive campaign with assistance of other medical, nursing, or pharmacy personnel.

    Work Schedule: Monday - Friday 7:45am to 4:30pm

    BASIC REQUIREMENTS

    U.S. citizenship.

    English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

    Education.
    (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy). TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION

    (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). YOU MUST SUBMIT A COPY OF FPGEE AND TOEFL WITH YOUR APPLICATION

    Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. YOU MUST SUBMIT A COPY OF CURRENT LICENSE WITH THE APPLICATION PACKAGE.

    Creditable Experience. Knowledge of Professional Pharmacy Practices. To be creditable, the experience must have demonstrated the use of knowledge, skills, and abilities associated with professional pharmacy practice. Professional practice means paid/non-paid employment as a professional or unlicensed graduate pharmacist as defined by the appropriate licensing board.

    Residency and Fellowship Training. Residency and fellowship training programs in a specialized area of clinical pharmacy practice may be substituted for creditable experience on a year-for-year basis. The pharmacy residency program must be accredited by the American Society of Health-System Pharmacists (ASHP). A fellowship program that is not accredited by the American College of Clinical Pharmacy (ACCP) will need to have comparable standards for experience to be creditable (Professional Standards Board refers to the Deputy Chief Consultant for Professional Practice for the determination).

    Quality of Experience. Qualifying experience must be at a level comparable to pharmacy experience at the next lower level. Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist (under supervision) and subsequently passed the appropriate licensure examination.

    Part-time Experience. Part-time experience as a professional pharmacist is credited according to its relationship to the full-time workweek. For example, a pharmacist employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service.

    Preferred Experience: Must have completed a PGY1 pharmacy residency or have equivalent experience.

    Grade Determinations: In addition to the basic requirements for employment stated above, the following criteria must be met when determining the grade of candidates.

    (a) Experience or Education. In addition to the basic requirements, candidates must meet one of the following:

    1. One year of experience equivalent to the next lower grade level (GS12)

    or

    2. Completion of an ACPE-accredited Pharm.D. program.

    (b) Assignments. The clinical pharmacy specialist (CPS) functions at the highest level of clinical practice, works independently under their scope of practice as defined by the individual medical center to directly care for patients. A CPS plays a defined role in budgetary execution and serves as a mid-level provider who functions to initiate, modify or discontinue medication therapy and as a consultant for intensive medication therapy management services. This includes, but is not limited to, the following: designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. This position reports directly to the Associate Chief, Pharmacy, Primary Care Services.Pharmacists assigned to this position must demonstrate the following knowledge, skills and abilities (KSAs):
  • Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  • Expert understanding of regulatory and quality standards pertaining for their program area.
  • Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise.
  • Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy.
  • Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.

    The full performance level of this vacancy is GS-13.

    Physical Requirements: This position requires visual acuity (depth perception and ability to distinguish basic colors and shades of colors), near vision correctable at 13 to 16, and far vision correctable in one eye to 20/20 and 20/40 in the other and keen hearing. This position requires potentially long periods standing (6 hours). The incumbent may be required to do light lifting and carrying of up to 15 pounds; reaching above shoulders. Both hands and legs are required along with the use of all fingers; hearing (aid permitted); repetitive computer use.
