Responsibilities

WHAT DOES AN ELECTRICAL ENGINEER DO? As an Electrical Engineer you will be responsible for planning, coordinating and executing, data analysis, resource management and preparing briefings, reports and recommendations. In this role, you will design, coordinate and provide technical consulting for a broad range of electrical engineering projects, applying technical expertise to the identification, planning, acquisition, design and installation of unique electrical power, communication and computer systems. You will assess the ramifications, advisability and impact of electrical engineering projects, providing information and recommending actions to proactively prevent problems. In this position you will be required to develop contract specifications or scopes of work for contract work performed and serve as electrical engineering technical expert.


As an Electrical Building Management Specialist you will:
  • Analyze, plan, program, and coordinate projects including scope of work, designs, specifications, advisability and functional impact analysis, feasibility studies, budget and cost estimates, and scheduling.
  • Review, evaluate, correct and approve design concepts, contract specifications, cost proposals including direct labor and other costs, and materials submitted for completeness, accuracy, adherence to standards, code compliance and effectiveness for project.
  • Advise key officials for electrical engineering standards.
  • Initiate electrical engineering projects, which require innovative and original concepts to enhance the customer's improvement programs for general and special purpose type space as well as preparing and presenting status reports on assigned projects.
  • Monitor contractor's performance of technical aspects of contract to assure that performance is strictly within the terms, conditions, and scope of contract.
  • Review contractor invoices and certify acceptance and recommend payments if they accurately reflect contract deliverables completed and accepted.
  • Conduct field investigations to obtain technical information and to inspect construction in progress to ensure compliance with contract documents.

Qualifications

You must meet the following requirements by the closing date of this announcement.


BASIC REQUIREMENTS: (All grade levels)


Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

A combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

This must be demonstrated by meeting one (1) of the following:

1. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
2. Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
3. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements.
4. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided that you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the above, you must meet the requirements described below:

GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience sufficient to demonstrate broad professional knowledge of electrical engineering concepts, methods and techniques in order to develop, plan, and design highly technical alteration and construction projects;
  • Experience applying the electrical engineering practices in the design and construction of buildings and facilities;
  • Experience working in all stages of the construction process, some of these include: preliminary planning and budgeting, consultant selection, fee negotiation, programming, schematic design, construction document preparation, and equipment installation;
  • Accomplishment making use of industry standard software programs in order to prepare, review and provide comments on already prepared design documents.
  • Your experience should also demonstrate knowledge of a variety of architectural/engineering functions (mechanical, electrical, structural, etc.) practices and policies in order to review, evaluate, and assist with negotiations on submittals from design and construction contractors.
  • Experience with the design, maintenance and operational reliability review of uninterruptible power supple (UPS), Generator, Switchgear and distribution systems that support data center operations.
  • Experience with the investigation of data center infrastructure failures and the development of associated corrective actions.

To be qualifying your experience must be sufficient to demonstrate broad professional knowledge of electrical engineering concepts, methods and techniques in order to develop, plan, and design highly technical alteration and construction projects.

- The experience may have been gained in the public sector, private sector or VolunteerService . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
