About the Position: C5ISR Center's Space and Terrestrial Communications Directorate develops and integrates the technology and architectures that enable and secure tactical networks as well as hand-held and platform-mounted Soldier communications for terrestrial and satellite-based systems.

Responsibilities

  • Serves as team leader in assigning work to employees on the team.
  • Interprets and communicates interpretation of laws, rules, policies and regulations in order to develop implementation acquisition strategies.
  • Analyzes data, compiles facts and information, and provides technical advice to customers.
  • Analyzes interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs/projects.
  • Development of contracts and related policy, procedures and guidelines for the organization.
  • Surveillance of all phases of acquisition planning and execution from initiation of an acquisition requirement through contract award and completion.
  • Serve as a Contracting Officer's Representative (COR).

  • This is an Army Acquisition, Technology, and Logistics Workforce position, Senior Level III certification in Contracting is required within 24 months of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes: 1) prepare acquisition requirements packages for contract execution; 2) monitor a phase of the acquisition life-cycle such as requirements development and planning, contract award and performance through completion; and 3) analyze financial or contractual data supporting an acquisition program; 4) ability to plan and direct overall coordination and execution of acquisition requirements for assigned customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • This position is covered under an alternative personnel system known as the DoD Science & Technology Demonstration Project. Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The pay band DE-03 is equivalent to the former GS-12 Step 1 through GS-13 Step 10 grade levels (to GS-14 Supervisor or Lead) and may be filled at any of those equivalent grades within the pay band.
