Summary

This position is in the Office of Support Operations, Office of Security Services (OSS), located in Washington, DC.

OSS manages the physical security of SEC office buildings, facilitates the background investigation process for employees and contractors, and implements the HSPD-12 (PIV card) program.

Responsibilities

  • Serves as a supervisor and senior security adviser providing guidance for sensitive and complex security issues, investigations, and problems dealing with the operations for the SEC's personnel security program.
  • Provides oversight of all facets of security functions that fall under the purview of the assigned area of responsibility.
  • Presents proposed security actions to senior management to gain acceptance of ideas, and to implement decisions reached in connection with the design, development, and modification of security operations.
  • Designs, drafts, and implements the program operations addressing the unique security requirements for agency staff and contractor personnel.
  • Coordinates with other national, state, and local activities to ensure that the mission planning is consistent with execution of related security operations and policies.
  • Represents the agency in conferences and meetings with senior officials of other federal departments and agencies, state and local officials and law enforcement agencies, and leaders of industry on matters involving SEC security programs.

  • You must be able to maintain a top secret clearance.


Qualifications

Time-in-grade for this announcement is one year at the GS/SK-13 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:
SK-15: Applicant must have at least one year of specialized experience equivalent to the GS/SK-13 level. Specialized experience includes all of the following:
  • Determining the suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions consistent with adjudicative guidelines and federal regulations;
  • Researching and interpreting policies, regulations, and directives related to personnel security and suitability;
  • Developing and implementing policies and procedures in support of personnel security operations; and
  • Providing personnel security advice and assistance to various levels of management or other government agencies.
