Summary

This position is located in the Department of Justice, U.S. National Central Bureau (USNCB), also known as INTERPOL Washington. The USNCB serves as the United States' representative to the International Criminal Police Organization (INTERPOL), on behalf of the U.S. Attorney General, and is responsible for facilitating international U.S. criminal investigative and humanitarian efforts ensuring that they are consistent with U.S. interests and laws.

Responsibilities

  • The incumbent will monitor, prioritize, and process routine investigative requests from domestic and foreign law enforcement authorities, often under strict timelines, to assist in the furtherance of their investigative efforts.
  • The incumbent will search, gather, and analyze information from various domestic and international law enforcement systems and public records, to identify and organize investigative leads involving criminal fugitives and criminal activity.
  • The incumbent will access, evaluate and index a broad range of investigative information, and generates and/or maintains electronic case files in, INTERPOL Washington's Envoy Communications Environment (ECE) records management system.
  • The incumbent will enter and maintain investigative records and manages information placed in domestic and international law enforcement systems in compliance with established regulations.
  • The incumbent will make investigative referrals for reported and suspected criminal activity and facilitate international law enforcement information exchange.
  • The incumbent will manage and maintain internal investigative case files to ensure accuracy, completeness and compliance with INTERPOL Washington and Department of Justice policy.

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation (Top Secret) and background check which includes a drug screenings and credit checks.

Qualifications

To qualify for the position of Investigative Analyst at (GS-1805-7/9), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to.

If you are a current or former government employee with status on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

There is no positive education requirements for this position. However, education may be substituted in lieu of specialized experience. Please see details below.

SPECIALIZED EXPERIENCE

To qualify for the GS-07:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 in the Federal service. At a minimum, specialized experience must be in or related to the following
  • Reviewing law enforcement communications and materials to evaluate and process routine criminal investigative requests;
  • Conducting queries in law enforcement and public source databases and logging relevant data or records in a law enforcement information management system; AND
  • Gathering, analyzing, organizing, and summarizing information in order to provide accurate and appropriate responses to routine requests from law enforcement customers.
  • OR

    You must have successfully completed a full 4-year course of study leading to a bachelor's degree from an accredited college or university; and meet one of the Superior Academic Achievement (SAA) provisions. The SAA provisions include the following:
  • Possess a grade point average (GPA) of 3.0 or higher for all completed undergraduate coursework or for all courses completed in the last two full years of undergraduate work;
  • Possess a GPA of 3.5 or higher for all courses in the major field of study, or those courses in your major completed in the last two full years of undergraduate work;
  • Rank in the upper one-third of your college, university or major subdivision; or 4) membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
  • OR

    You must have successfully completed one full academic year of graduate education (18 units or equivalent) from an accredited college or university, in addition to a Bachelor's degree.

    OR

    Have a combination of education and experience described above. To calculate, determine the total qualifying experience as a percentage of the experience required for the grade level; then determine the applicant's education as a percentage of the education required for the grade level; then add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Note: You must provide copies of your official/unofficial transcripts to support your response.

    To qualify for the GS-09:

    You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. At a minimum, specialized experience must be in or related to the following:
  • Reviewing law enforcement communications and materials to evaluate and process routine and complex criminal investigative requests;
  • Conducting queries in law enforcement and public source databases and logging relevant data or records in a law enforcement information management system;
  • Gathering, analyzing, organizing, and summarizing information in order to provide accurate and appropriate responses to routine and complex requests from law enforcement customers; AND
  • Resolving issues of a complex or unique investigative technical nature, to include applying research techniques and methods that support developing investigative leads about criminal fugitives or criminal activity.

  • OR

    You must have aMaster's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: International Security Studies, Police Science, Criminology, and/or Criminal Justice.

    OR

    You must have a combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
