Summary

This position is located in the Department of Labor (DOL), Office of Workers' Compensation Programs (OWCP), Division of Financial Administration (DFA), Branch of Financial Analysis and Performance (BFAP), located in Washington, DC.

This position is outside the bargaining unit.

The full performance level of this position is GS-15.

Responsibilities

For the GS-15:

Plans, organizes, and directs the activities of the Branch of Financial Analysis and Performance - ensuring that assigned projects and programs are compliant.

Plans and schedules work in the branch in a manner that promotes smooth flow and even distribution.

Exercises supervisory personnel management responsibilities.

Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.

Represents the Agency on a variety of sensitive and/or potentially controversial matters involving internal and external stakeholders.

Oversees and manages an array of OWCP financial management and performance management programs.

Oversees financial and program audits and communicates effectively regarding program requirements.

Provides overall direction regarding the management of the interagency agreement with OCFO for Agency accounting functions.

Provides guidance and direction regarding the preparation of actuarial liability estimates for three (3) OWCP Programs.

Oversees the preparation of Statement of Social Insurance for the Black Lung Program,coordinating with OCFO as necessary to ensure accuracy of numbers, satisfactory explanations of any variances from the prior year, and timely completion.

Oversees financial systems development and financial reporting initiatives.

Oversees Agency-wide performance management - ensuring that staff coordinates with the Performance Management Center (PMC), Program Heads, and Agency Director to complete all deliverables per established policies and guidelines.

Travel Required

Occasional travel - Travel may be required for training, conferences, meetings or other mandatory interactions, as scheduled.

Qualifications

For the GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level,GS-14, in the Federal Service that is typically in or related to the position being advertised. Specialized experience is described as: experience overseeing program segments that includes:financial analysis, financial management and systems, accounting, actuarial liability projections, audit support and oversight, and internal review and control.

There is no educational substitution at the GS-15.
