Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Enterprise Services, Office of Acquisition, Business Operations Division, located in Arlington, VA

Joining Customs & Border Protection (CBP), Office of Acquisition will allow you to provide expert advice and analysis to management on a wide range of administrative programs having department and agency wide impact. This position starts at a salary of $102,663.00 (GS-13, Step 1) to $133,465.00 (GS-13, Step 10) with promotion potential to $ 133,465 (GS-13 Step 10). In this Program Analyst position you will become a key team member of Homeland Security professionals involved in performing a variety of planning and programming related functions to include; advising acquisition decision makers on budget methodology and control, performance measurement, information systems, management techniques and theories, organizational structure, appropriation laws, policies, and directives required for successful program planning and execution.

Typical Work assignments include:
  • Conducting quantitative and qualitative analysis of the acquisition program's requirements, making changes in out-year planning to meet adjusted program milestones;
  • Anticipating and identifying issues and their program implications, and recommending adjustments or corrective actions based on acquisition phase and learned best practices;
  • Directing, implementing, coordinating, and overseeing all aspects of planning and programming, budgeting and accountability (PPBA) to ensure proper planning and programming processes are implemented in the acquisition program, including analyzing and evaluating financial management laws, governing policies, guidelines, rules, regulations, and precedents to provide advisory services to management;
  • Researching and conducting analyses of Federal Appropriations Laws, Federal Acquisition regulations, OMB Circulars, DHS and CBP specific policies, and other policies and guidance pertaining to international and domestic resource management as it relates to federal budgetary and financial work processes, functions, costs, and systems applicable for reporting or sharing Information;
  • Performing as a "Subject Matter Expert" on policies in assigned areas of responsibilities related to: finance, trend analyses, and acquisition program forecasting functions.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Directing, implementing, coordinating, and overseeing all aspects of planning and programing, budgeting and accountability to ensure proper planning and programming processes are implemented in the acquisition programs;
  • Reviewing and assisting in preparing program acquisition documentation; and
  • Knowledge and use of analytical tools and methodology sufficient to resolve broad and complex planning, evaluation, control, and resource allocation problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/02/2020.

Residency: There is a residency requirement for all applicants not currently employed by CBP.   • Participation in a study abroad program sponsored by a U.S. affiliated college or university
  • Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

DHS Certification: This is a DHS Acquisition Certification covered position. DHS Level II certification in Program Financial Management is required within 18 months of placement.
