Responsibilities

This Transportation Security Specialist (ROC) position is located in the Compliance Division, within Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
  • Coordinates and conducts comprehensive assessments and inspections of international transportation entities to determine security posture; monitors compliance with applicable international and U.S. security policies, directives, regulations, and agreements to identify potential problem areas or deviations from prescribed standards; and ensures overall adequacy, effectiveness, and efficiency of security programs.
  • Conducting airport assessment, air carrier inspections, and cargo inspections to identify vulnerabilities to aviation security. Tracking vulnerabilities at high risk airports to monitor progress and working with TSA Representatives to develop mitigation strategies. Investigating carrier and cargo security violations and recommending corrective enforcement actions.
  • Preparing in-depth briefing papers, discussion points, and other documents; and conducting briefings for senior leadership in TSA that address complex transportation security initiatives and issues.
  • Serving as the Compliance technical specialist within integrated project teams and promoting Security Operations equities within the project teams, while advising leadership of potential challenges and applicable recommendations to improve work processes.

Selection is contingent upon finalization of pending organizational planning, the domestic duty station for the Regional Operations Center (ROC) and those employees assigned to it MAY be changed to overseas duty station(s). Such change will require the person SELECTED FOR THIS POSITION, and eligible family members, to successfully pass a physical exam and receive a medical clearance from the Department of State, Office of Medical Services prior to serving in an overseas post.

If you are selected for a Headquarters position currently located in this region, your duty location will change due to the TSA Headquarters Consolidation Plan. *****

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), an applicant must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Conducting air carrier or cargo aviation security inspections; and
  • Applying U.S. aviation security laws, regulations, acts, executive orders, or agreements to conduct U.S. and foreign air carrier inspections; and
  • Knowledge of international aviation security standards, policies, and programs as they relate to direct service to/from foreign locations to/from U.S. airports.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses from an accredited college or university, which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Must be available for duty worldwide, including areas or locations that may be dangerous and may have to tolerate austere living conditions.

Work may require driving or traveling by motor vehicle and occasionally involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.

Must have successfully completed the Aviation Security Inspection Basic Training Course (or equivalent).

This position is contingent upon successful completion of the Foreign Airport Assessment and Inspections Course (FAAIC).
