This vacancy is for a Financial Payment Analyst position in the Finance Division, located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

  • Review the accuracy and properness of vendor invoices (contracts, purchase orders, miscellaneous document types) and travel certifications, ensuring compliance to Federal Acquisition Regulations, Prompt Payment Act, and Federal Travel regulations.
  • Process a multitude of financial documents and transactions into the Commerce Business System (CBS), Core Financial System (CFS), and Travel Management Information System (TMIS+).
  • Assist in the analysis and review of accounting systems for deficiencies, and provide suggestions for improvement.
  • Assist in the evaluation and development of procedures and systems to improve financial operations.
  • Work with the systems and account staff, as well as others in the financial community, to resolve customer issues in a professional and courteous manner

This is a Temporary Appointment, initial appointment is not to exceed (NTE) 9/25/2021. This appointment may be extended an additional year at management's discretion.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a BARGAINING unit position.

Relocation expenses will not be paid.

Due to the COVID-19 pandemic, and individual states being in different phases of reopening, once the selectee becomes an employee, the report date to the official duty station/facility may be delayed until such time that management notifies the employee of their requirement to report. Until it is safe to relocate, the employee may be approved to telework to the maximum extent possible, up to and including full-time.

Qualifications

Specialized Experience:

For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal services. Experience for this position includes experience gathering, recording, processing, communicating, and reporting financial data from an accounting system; experience examining documents, accounting records and reports and processes to assure conformance to regulations and polices, new operating procedures, and revised regulations; and/or experience preparing clear and concise memos, letters, and correspondence.

OR

For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal services. Experience for this position includes advising managers on changing program operations; experience gathering, recording processing, communicating, and reporting financial data from an accounting system; experience examining documents, accounting records. and reports and process to assure conformance to regulations and polices, new operating procedures, and revised regulations; and/or experience providing advise and guidance on a variety of financial matters.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
