Responsibilities

This position is located in the Office of Enforcement's Division of Audits and Accounting. The Office of Enforcement serves the public interest by ensuring effective regulations and protecting customers through understanding markets and their regulation, timely identifying and remedying market problems, assuring compliance with Commission rules and regulations, and detecting and crafting remedies to address market manipulation and other non-compliance issues.

Major duties of the position include:

- Leading various technical accounting projects to solve complex and pioneering accounting issues related to the Commission-regulated industries. The projects require (1) knowledge of the Commission's USofA; (2) knowledge of GAAP; (3) knowledge of IRC; (4) the ability to research and analyze various Commission precedents, financial statements, and disclosures, to determine compliance with the Commission's accounting requirements; and (5) the ability to prepare highly technical analysis and to present sound recommendations on accounting and ratemaking matters to a broad audience, including senior level management.

- Applying Commission accounting rules and regulations, case precedents, and accounting theory to provide innovative solutions to complex financial issues in the Commission-regulated industries, both independently and in coordination with staff across various program offices.

- Advising the Commission-regulated industries, Commission offices, including Chairman and Commissioner advisors, and Commission multi-discipline teams, on a variety of complex and pioneering accounting and ratemaking issues.

- Coordinating meeting agendas and actively leading discussions at meetings with the Commission-regulated industries, industry trade groups, other regulators, and internal Commission staff, including the Chairman and Commissioner advisors.

Qualifications

In addition to meeting the OPM Educational Requirement for Accountants, candidates must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized experience is defined as: Specialized experience is defined as demonstrated experience leading financial projects involving complex accounting matters using the Commission's Uniform System of Accounts (USofA), Generally Accepted Accounting Principles (GAAP), Internal Revenue Code (IRC), and cost-of-service ratemaking principles. Demonstrated experience leading major projects involve the research, analysis, communication, and reporting of resolutions, including accounting policy, Commission orders, and other issuances to the public in order to resolve highly complex matters.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will review your resume to ensure you meet the basic qualification requirements. Your resume must address the knowledge, skills, and abilities listed in the Qualifications Section. Your resume should clearly show possession of these competencies. The ideal candidate will possess the following:

1. Demonstrated ability to conduct research and make sound recommendations on proceedings before the Commission consistent with the Commission's accounting regulations and case precedents, to resolve complex and pioneering accounting and ratemaking issues.

2. Knowledge of applicable energy and securities legislation (i.e., the Federal Power Act, Natural Gas Act, Natural Gas Policy Act, Interstate Commerce Act, and Public Utility Holding Company Act of 2005, Securities Act of 1933, Securities Exchange Act of 1934), Commission rules, regulations, policies, precedents, and decisions governing the regulation of public utilities, natural gas companies and/or oil pipeline companies and demonstrated skill in applying this knowledge to very complex and pioneering accounting issues.

3. Knowledge of and demonstrated skill in applying the Commission's accounting regulations, GAAP, and IRC, to resolve complex and pioneering accounting and ratemaking issues. Knowledge of and demonstrated skill in applying accounting theory, concepts, and practices to develop and resolve complex and pioneering accounting and ratemaking issues.

4. Demonstrated ability to communicate effectively while coordinating agendas and actively leading discussions in order to recommend solutions to complex and pioneering accounting and ratemaking issues.
