Summary

This position is located in the Office of Assistance Coordination (AC) located within the Bureau of Near Eastern Affairs (NEA). NEA/AC is responsible for coordinating U.S. foreign assistance to the entire NEA region, providing policy direction and operating guidance to officials in Washington and at NEA embassies responsible for the implementation of regional assistance programs; overseeing strategic planning, budgeting, and providing grants management of foreign assistance awards.

Responsibilities

  • Develops plans, goals, and objectives for the accomplishment of grant programs and activities.
  • Leads all negotiations necessary for revisions to grants and cooperative agreements due to changes in the program or other unforeseen matters affecting the Bureau or the recipient.
  • Serves as the primary contact for assigned grants and cooperative agreements and represents the office in discussions with recipients.
  • Leads and conducts site visits to evaluate recipient's performance and to provide advice and technical support.
  • Exercises a signatory authority, within established monetary limits, to enter into or modify grants and cooperative agreements on behalf of the Government under Federal Assistance Laws and Regulations and specific legislative authorities.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience leading negotiations for revisions to grants and cooperative agreements.
  • Experience designing and implementing risk mitigation measures to safeguard Federal and/or organizational funds.
  • Experience providing advice and assistance to recipients and applicants on various federal and/or organizational regulations on federal assistance programs.

There is no substitute of education for specialized experience for the GS-13 position.

Knowledge of Federal laws, regulations, policies and procedures pertaining to domestic grants programs.
Knowledge of domestic grant and cooperative agreement types, techniques, and methods.
Knowledge of foreign grant and cooperative agreement types, techniques, and methods.
Skill in gathering and analyzing data for a grants management program.
Skill in providing effective customer service for federal assistance programs.

Qualified candidates are assigned a score between 70 and 100. Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for selection priority.
