Summary

The position is located in the Information Technology Division, Office of the Executive Director, Bureau of Educational and Cultural Affairs (ECA).

The incumbent provides expert operational, advisory, and analytical support on procurement, budget planning and execution, and policy to the Division, as well as comparable program support to ECA overall. The incumbent also develops and carries out studies to improve operations.

Responsibilities

  • Serve as the Contracting Officer Representative.
  • Prepares program evaluations and other reports relevant to performance measurement and intra/inter-agency reporting requirements.
  • Researches and analyzes financial, management and/or program data to prepare written recommendations for action, policy statements, and memoranda.
  • Develops innovative methods of monitoring and evaluating for implementing IT programs and projects.
  • Participates in the formulation of internal policies and procedures to provide predictable workflow with appropriate management controls in place.
  • Formulates and implements a budget system to project and track projects and the overall IT program, inflationary factors, increased costs.
  • Provides programmatic, budget formulation and budget execution support.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience providing budget formulation and execution support.

Experience preparing relevant procurement documents for Information Technology (IT) contracting.

Experience researching and analyzing financial, management, and program data.

Experience overseeing preparation and coordination of financial information.

Experience leading formulation of internal policies and procedures.

Experience developing appropriate performance measures for project managers.

There is no substitute of education for specialized experience for the GS-13 position.
