Summary

NASA Goddard Space Flight Center seeks a highly experienced Systems Engineer to provide technical leadership for the Space Asset Protection Program (SAPP). You will work closely with NASA Headquarters to develop policy, maintain situational awareness about threats, provide project/mission support, help implement protection techniques, and manage contract tasks, while assigned to the Mission Systems Engineering Branch of the Mission Engineering and Systems Analysis Division in Greenbelt, MD.

Responsibilities

  • Technical expert for the Space Asset Protection Program (SAPP) on behalf of the agency, the center and flight project management and flight operations to detect, report, and assess instances of unexplained interference to mission operations.
  • Serve as a trusted agent for flight project teams to develop, coordinate, and implement project protection plans.
  • Technical advisor/consultant on space flight systems to senior management, other government agencies, and the aerospace industry.
  • Technical lead for system hardware and software development. Manage labor costs, schedules, technical issues, and risk management for the systems engineering team. Develop requirements and track them throughout the mission lifecycle.
  • Assure procedures are prepared for testing the system, subsystems, components, and non-flight hardware/software; approve system test procedures. Provide final expert opinion on the design of flight systems projects.
  • Technical decision-maker on various panels, conferences, working groups, and technical committees. Prepare reports and chair presentations to the project, NASA Headquarters, other agencies, and industry on the technical status of the system.
  • Duties described above are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

In addition to the basic education requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

Specialized experience equivalent to the next lower grade level (GS-13) includes performing space asset protection duties for aerospace flight or ground systems; addressing space asset protection issues across the project life-cycle for systems engineering or aerospace flight and technology systems; implementing protection-related risk mitigation strategies; and the infusion of new protection technologies or techniques.

To qualify for the GS-15:

Specialized experience equivalent to the next lower grade level (GS-14) includes working closely with or serving as a technical lead to provide overall space asset protection (e.g., assisting to develop/provide protection-related analysis for aerospace flight and ground systems); overseeing or providing technical support across the project lifecycle to insure asset protection (e.g., systems engineering or aerospace flight and technology systems); assisting or overseeing efforts to implement protection-related risk mitigation strategies and the infusion of new protection technologies or techniques.

Degrees in engineering technology are not considered to be qualifying for this position.

*Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science that provided in-depth knowledge of the following: (1) theoretical foundations and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures and the theoretical models for such representations and transformations; and (2) essential mathematical and statistical techniques. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

U.S. Engineering degrees must have been awarded from a college or university school of engineering with at least one curriculum accredited by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering and Technology (ABET).
