Summary

The USPS OIG is seeking a highly qualified applicant to fill our Network Operations (NetOps) Senior Engineer position within the Office of Chief Information Officer in Arlington, VA. The successful candidate will be responsible for network operations, direction, and strategy for agency-wide network technology solutions, operations, and maintenance within the network and tele-communication environments.

Responsibilities

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Specialist Band level, equivalent to a GS-14. The salary range for this position is $121,316.00 - $157,709.00. The salary figures include locality pay.

  • Responsible for the day-to-day operations and maintenance of the agency's networking infrastructure.
  • Plans, organizes, and conducts research on complex infrastructure and client support issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions.
  • Assures implementation by working with staff on the goals and objectives of agency-wide programs, implements established goals and objectives, assesses measures that evaluate performance, and makes recommendations for program improvement.
  • Identifies and resolves unique issues where no policy exists, recommending innovative actions to address new needs and/or issues.
  • Provides reports to IT management regarding network system performance, utilization, and compliance.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university
AND
  • At least 10 years of professional technology support experience that includes specialized experience in supporting enterprise infrastructure.
AND
  • At least 5 years in a senior technical position. Specialized experience is described as experience planning and implementing the integration of network infrastructure data, voice and video systems; diagnosing and resolving network problems/issues; network security and configuring and maintaining data/voice/video system requirements and specifications.
AND
  • At least 5 years of specialized experience in network engineer with project design, implementation, and maintenance experience. Must be able to demonstrate ability to work independently to complete complex tasks and well as lead a group of engineers to work issues.

DESIRABLE QUALIFICATIONS
  • Current Industry Certifications in one or more of the following: Cisco (CCNA, CCNP, CCIE), Microsoft (MCSE, MCP), Information Security (CISSP)

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Direct experience with ALL of the following: Transmission Control Protocol (TCP), OSPF, BGP, EIGRP, VRF, VDC, LISP, Dot1Q, VTP, STP, VLAN, Etherchannel, Port-channel, LACP, RSTP, Port Security 802.1x, NTP, GRE, GetVPN, NAT-T, RADIUS, ACL's, 802.11b/g/n/ac, LWAPP, VRF, Internet Protocol (IP), Multi-protocol Label Switching (MPLS), Ethernet, Gigabit Ethernet, Domain Name Service (DNS), Dynamic Host Control Protocol (DHCP), Remote Desktop Protocol (RDP), Secure Sockets Layer (SSL), Call Center Technologies, Session Initiated Protocol (SIP) and Video (H.323) and Internet Protocol Security (IPsec).
  • Extensive knowledge of Wireless Networks on Meraki, ArubaOS, Airwave, RAP, PAPI, Mobility and WLAN Security. Must have direct design, operational and implementation experience.
  • Direct experience with DNS/DHCP/IPAM systems such as Bluecat or InfoBlox
  • Expertise in Statseeker and SolarWinds network monitoring and management tools, techniques, best practices, and other technologies in an enterprise, multi-location environment.
  • Direct experience with firewall configuration and management such as Palo Alto, Sonicwall, and Fortinet.
  • Demonstrated experience with architecture and design, network modernization and operation, network management systems, change control/configuration, technology security practices and vendor management.
  • Demonstrated problem solving skills and a consistent record of on-time delivery and customer service to include project planning, budgeting, scheduling, resource management, effective time management, documentation, and organization skills.
  • Ability to communicate effectively, both orally and in writing, to express and present ideas clearly and concisely.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
