Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25 . This position is located at the ST-APF-W3XTAA US ARMY COMBINED ARMS SUPPORT CMD. This position will be filled at the GG-09 entry level or the GG-12 target level.

Responsibilities

  • Administer and enforce intelligence-related security programs in accordance with regulations.
  • Participate in inspections and surveys, evaluates findings, and makes recommendations for corrective action.
  • Ensure control measures to safeguard and prevent the loss of classified material are in place and updated as required.
  • Brief assigned personnel on regulatory or policy changes, and provides specific recommendations for implementation in each functional area.
  • Determine whether an interim security clearance should be granted or denied.
  • Determine the adequacy of current investigations and requests additional investigations or develops other information, as needed.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • May require Temporary Duty (TDY) travel up to 25% of the time.
  • Security Professional Education Development (SPeD) Certification Program position. Individual must obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within the first two years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Requirement for the GG-09:
Specialized Experience
is defined as one year of specialized experience equivalent to the GS/GG-07 grade level in the Federal Service which includes 1)Experience applying regulatory standards for the protection of classified and/or unclassified information. AND 2)Experience assisting with the application of established Security functions.
OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Security Administration, National Security Studies, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)

Specialized Experience Requirement for the GG-12:
Specialized Experience
is defined as one year of specialized experience equivalent to the GS/GG-11 grade level in the Federal Service which includes: 1)Experience applying Security processes and/or procedures. AND 2)Applying regulatory standards for the protection of classified and/or unclassified information. AND 3)Advising on principles, concepts and practices related to multiple security disciplines.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:
  • Information Security
  • Personnel Security
  • Security Program Management
  • Technical Competence

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
