Summary

The purpose of the position is to ensure complex Foreign Ownership Control & Influence (FOCI) and International work products are completed, analyzed, evaluated and modified as necessary to meet national standard. Provide quality assurance and training for Region & Field Office staffs on FOCI and International work products and issues, and provide a mechanism whereby mission effectiveness is enhanced through identification of training needs and delivery of options to meet those needs.

Responsibilities

As a INDUSTRIAL SECURITY SPECIALIST you will be responsible for the following duties:
  • Conducts oversight of FOCI firms, including conducting assessments, initial/annual meetings with cleared firms under FOCI mitigation to assess adherence to applicable FOCI mitigation instruments and determine if changes are needed.
  • Assist in the formulation, analysis, coordination, and approval of Technology Control Plans, International Transportation Plans, and Hand Carriage Plans.
  • Develop recommendations and internal processes for improvement based on operational effectiveness and quality assurance reviews.
  • Assist Industrial Security Representatives to oversee contractors serving as Designated Government Representatives to ensure compliance with applicable export controls, requirements, and regulations.
  • Provide training to Industrial Security Representatives on Risk-based Industrial Security Operations (RISO), FOCI case processing and effective oversight of cleared FOCI firms.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Specialized experience must consist of working knowledge and practical implementation of complex Industrial Security principles pertaining the National Industrial Security Program (NISP) and Foreign Ownership Control and Influence (FOCI) standards. Experience reviewing and analyzing complex business structures and FOCI factors at cleared contractors and training Field elements on FOCI case processing and how to conduct oversight actions of FOCI firms to ensure protection of classified information and to assess the firm's adherence with the FOCI mitigation instrument. Provide oversight as required for large/complex contractors in establishing security programs for the transfer of classified information between the United States and foreign entities. Provide standardized oversight of operations and ensure effective Field Office management practices related to Foreign Ownership Control and Influence (FOCI) and International field operations. Advise on technical and policy guidance from a standards and operational perspective regarding ISOM interpretation and necessary revisions. Utilize all aspects of the National Industrial Security Program (NISP), as well as industrial security processes and standards.

Specifically you will be evaluated on the following competencies:
1. Communications - Communicate (i.e. written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.

2. Security Program Management - Manage security equities (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility.

3. Vulnerabilities Assessment and Management - Conduct assessments on threats and vulnerabilities, determine the level of risk, and develop and recommend appropriate mitigation countermeasures in operational and non-operational situations. Conduct assessments in a counterintelligence context to protect against espionage, other intelligence activities, and sabotage conducted for or on behalf of foreign powers, organizations or persons, or international terrorist activities.

4. Counterintelligence - Support activities that protect against espionage, other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations or persons, or terrorist activities.

5. Self-Management - Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

Substitution of education may not be used in lieu of specialized experience for this grade level.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
