These positions are located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Information Assurance Branch (IAB) in Kearneysville, WV, Norfolk, VA and Portsmouth, VA.

Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (INFOSEC) and be responsible for the cybersecurity of the ESD's programs, systems and enclaves.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
  • Collect and maintain data needed to meet system cybersecurity reporting
  • Ensure that security improvement actions are evaluated, validated, and implemented as required
  • Monitor and evaluate the effectiveness of the enterprise's cybersecurity safeguards to ensure that they provide the intended level of protection
  • Participate in the development or modification of the computer environment cybersecurity program plans and requirements
  • Provide system-related input on cybersecurity requirements to be included in statements of work and other appropriate procurement documents
  • Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems
  • Assist with the negotiation for acceptance of agency positions on key Government-wide policy initiatives exercising independent judgment and discretion with DoD, DHS, OMB on national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems, including advance information of management's position with regard to IT cyber contract negotiations, IT cyber acquisitions, cyber security continuous diagnostics and monitoring
  • Exercises independent judgment and discretion when assisting with IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters

The salary listed in the salary of this announcement is the base GS pay scale. Your salary will be set depending on the location selected:

GS-11: $72,030 - $93,638

GS-12: $86,335 - $112,240

Norfolk, VA and Portsmouth, VA

GS-11: $64,318 - $83,612

GS-12: $77,091 - $100,223

Qualifications

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience includes the following: conducting Assessment and Authorization (A&A) within Department of Homeland Security or Department of Defense utilizing XACTA and/or eMASS; overseeing vulnerability management; collecting and maintaining data needed to meet cybersecurity system reporting; participating in security risk assessments; providing system-related input on cybersecurity requirements to be included in statements of work and other appropriate procurement documents; and monitoring the effectiveness of an enterprise's cybersecurity safeguards.

OR Applicants may substitute successful completion of 3 years of progressively higher level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
