Responsibilities

The incumbent is a Traffic Management Specialist in the Central Altitude Reservation Function (CARF) at the Air Traffic Control System Command Center (ATCSCC). He/she is responsible for processing military and civil altitude reservation (ALTRAV) requests. The incumbent serves as the central coordinator for all civil and military ALTRAV requests. He/she requests and issues ALTRAV approvals for mass aircraft movements, special missions and other activities which warrant special handling in the domestic and/or international air traffic control systems. Creates and disseminates Notices to Airman for approved ALTRAVs. CARF specialists maintain and control classified documents concerning military aircraft movements, missile launches and other classified activities. Detects and resolves conflicts between ALTRAV requests and resolves separation conflicts within and between reservation requests. He/she expedites coordination of mission changes dictated by weather, aircraft maintenance problems or tactical situation changes. Operates the CARF Automated Altitude reservation system to process military and civil ALTRAV requests. Plans and coordinates military exercises, mass movements of civil or military aircraft and other special activities on both a national and international basis. He/she acts as a focal point for the coordination of the classified rapid deployment of military forces vital to the security of the United States. Initiates appropriate traffic management initiatives to address air traffic problem areas. The incumbent will be required to also certify in either the ATCSCC Terminal or Severe Weather. He/she evaluates the impact of the proposed restrictions on the NAS. He/she also implements the least restrictive action necessary to ensure that traffic demands do not exceed system capacity.

Must have been facility rated or area certified in an ATO terminal/en route facility.
