Summary

As a Project Manager, you will serve as a senior expert project manager for a Federal Systems Integration and Management Center (FEDSIM), Assisted Acquisition Services (AAS) project for DOD or civilian agency Professional Services (PS) projects.

FAS, AAS, FEDSIM in Washington, DC, OR Aberdeen, MD, OR Ft. Bragg, NC, OR Tampa, FL

Responsibilities

Major duties include, but are not limited to the following:
  • Serves as a Senior Project Manager/Contracting Officer Representative (COR) and manages various highly complex projects; provides authoritative technical advice to the client, contractors, and Federal Systems Integration and Management Center (FEDSIM). Monitors contractor performance to ensure compliance with project management plan, contract/task order, and compliance with pertinent regulations. Reviews and officially approves progress reports, technical reports, and other deliverables which require Government approval, verifying/certifying inspections; and notifies Contracting Officer of unsatisfactory performance.
  • Leads project reviews/evaluations and serves as a single point of contact and resource to FEDSIM clients and industry partners, including services and opportunities (sales) to new and existing customers. Develops and maintains productive partnerships with clients, support staff, and other GSA employees.
  • Oversees contractor management of project resources and manages project finances, supporting staff, and FEDSIM project resources. Defines technical and contractual requirements associated with client need. Prepares acquisition strategy to satisfy client needs that follows best acquisition practices.
  • Leads an integrated project team. Identifies and coordinates project tasks among matrixed integrated project team(s). Monitors and reports on the status of work products to FEDSIM leadership, and reviews work products for completeness and technical accuracy.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Due to considering at multiple clearance levels, you will have to Undergo and pass a background investigation (Tier 4 investigation level) for PD#00CX232 Or Undergo and pass a background investigation (Tier 5 investigation level) for PD#0CXX233 and PD#0CXX234. You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-14 salary range starts at $107,807 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience as a project manager on complex and highly visible projects, developing contract requirements and ensuring their delivery in the areas of information technology and professional services support. Such experience must have included the application of procurement practices and techniques to perform contract administration and closeout; accomplishing work through others as a senior member of a project team; and application of negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials.

  • Knowledge of the laws and regulations governing acquisitions in the Federal government. This includes detailed knowledge of the federal acquisition process to ensure the technical accuracy and applicability of products and services furnished by the private sector.
  • Skill in preparing high-quality written documents, such as statements of work, reports, project plans, and technical analyses.
  • Comprehensive knowledge of programs, products, and solutions offered by FAS to promote, explain, justify, and provide services to client agencies.
  • Expert skill in working with clients to: assess needs and project requirements, resolve client problems, satisfy client expectations and provide quality client services.
  • Expert skill in integrating and developing project methodologies to meet complex project objectives; managing several concurrent projects and/or competing priorities.
  • Skill in providing leadership to an ad hoc team, a matrixed team, and/or integrated project team (IPT), to effectively and efficiently manage projects from inception to closeout including developing, coordinating, and implementing operations and technical activities and requirements.
