Summary

This position is located in the NNSA Business Services, Office Space, Logistics, and Travel Division. The incumbent manages Office Space, Logistics, and Travel work for Headquarters NNSA organizations and supervises Logistics and Travel Division (NA-MB-23) personnel.

Responsibilities

As a Logistics Management Specialist, you will:

- Integrate logistics, space utilization, facility and construction, real property asset management, supplies, foreign and domestic travel services activities into comprehensive operations supporting Headquarters organizations.

- Monitor progress toward meeting plans and identify causes and impacts of delays or other problems. Evaluate and adjust plans and schedules for required services for feasibility, efficiency, and economy, developing alternatives when required.

- Oversee workers planning and executing office relocations; tearing down for transport; packing; working with inventory systems; moving; warehousing, etc. Oversea office space construction and renovation projects ensuring design specifications are met and documented.

- Oversee contractor obligations; review and recommend approval, modification or rejection of the contractor's work, exercising designated approval authority.

- Manage employees controlling, inventorying, documenting, and maintaining custody of NNSA Headquarters Property and supply functions. Ensure adequate and accessible storage facilities and services based upon analyses of program requirements.

- Oversee facility services, ensuring NNSA Headquarters buildings, activities, and programs operate in compliance with safety directives.

- Oversee employees providing domestic and foreign travel policy, guidance and direction and certifying travel vouchers.

- Develop and maintain a network of contacts in order to influence managers or other officials to accept and implement findings and recommendations on organizational improvement or program.

- Establish and maintain effective working relationships with both internal and external customers, and all levels of management. Prepare reports; maintain records, and create documents to provide information to managers and customers regarding support logistics functions.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as:
  • Analyzing space and logistics problems, questions, or conditions.
  • Advising management and colleagues on space and logistics problems and proposing options and alternatives.
  • Processing travel using CONCUR per Federal Travel Regulations and agency policies.
  • Coordinating construction/renovation projects with a variety of stakeholders and resolving issues.

- Knowledge of analytical and evaluative methods and a thorough understanding of regulatory programs applicable to logistics, facility management, space utilization, working capital management, program evaluation and measurement techniques in determining the extent of compliance with rules and regulations and evaluating programs accomplishments. Knowledge of program planning, funding, and management information systems, broad knowledge of the organization and functions of activities involved in providing logistical support.

- Knowledge of management of buildings and other facilities in order to performing staff level building management work. Knowledge of real property, maintenance and repair, renovation, construction, design standards, plans, specifications, contract documents, documentation, reporting, cost estimation, prioritization, planning, budgeting and project management in order to manage building improvement projects.

- Knowledge of accountable property programs, IT property, inventory, and supply regulatory requirements in order to manage property activities consistent with policies and procedures; to advise Senior Management developing recommendations property management policies; to collect and analyze property management program trends, forecast and measurement data in order to prepare reports.

- Knowledge of Security and Safety program regulations in order to serve as the NNSA Liaison to Security and Safety Program Offices performing required inspections, identifying and reporting issues and concerns, ensuring abatement of hazardous conditions.

- Knowledge of foreign and domestic travel requirements to include ticketing and reservations, reimbursement, air carrier services, passport requirements, country clearance requirements; the Foreign Travel Management System (FTMS) in order to manage employees providing foreign and domestic travel advisory services.

- Skill in verbal and written communication methods in order to present facts, recommendations, and conclusions in a concise, logical, and methodical manner, to prepare complex reports and briefings; to communicate and maintain effective working relationships with internal and external customers; to work professionally with all levels of staff, including DOE/NNSA high ranking officials.

Time-in-Grade/Band: Current Federal employees must have completed 52 weeks in a position equivalent to the next lower band, i.e. NQ-02/NN-03 or GS-12.
