Tax Exempt & Government Entities Division serves Employee Plans which examines the returns of qualified pension benefit plans compliance. Exempt Organizations ensures not-for-profit organizations meet tax-exempt status requirements. And, Government Entities ensures organizations meet their tax withholding and employment tax payment requirements.

Responsibilities

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST (IDRS Unit Security Analyst) DO? As a Management and Program Analyst you will receive, analyze and distribute IDRS system reports for individual users. Serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.

As a Management and Program Analyst (IDRS Unit Security Analyst), you will:
  • Provide analysis and recommendation for action to management concerning system access and usage by employees.
  • Perform or assist in performing basic operational reviews, prepares or assists in preparing program evaluations on the security program operations and provides guidelines pertaining to the effectiveness of the security program operations in meeting established goals and objective Recommend effective operations consistent with policies and objectives.
  • Provides input on changes in methods, procedures and techniques to improve/ensure program security, internal controls, and employee/organizational efficiency for assigned functions. Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
  • Research new or improved business and management practices for application to operating and administrative programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-9 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
  • Preparing program analyses pertaining to the effectiveness of program operations.
  • Planning and coordinating operating methods and procedures for accomplishment of project mission.
  • Providing guidance to resolve problems or improve effectiveness and efficiency of operating line or administrative support programs.
  • Providing analysis and recommendations for action to management concerning IDRS system access and usage by employees. OR

You may substitute education for specialized experience as follows: A Master's or equivalent graduate degree in any related field of study. OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.
