This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Engineering Services Division (ESD), Information Assurance Branch (IAB) in Alexandria, VA.

Responsibilities

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN/INFOSEC) and be responsible for directly managing the cybersecurity of the ESD's programs, systems and enclaves.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Acquire and manage the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology (IT) security goals and objectives and reduce overall organizational risk
  • Ensure that cybersecurity requirements are integrated into the continuity planning for that system and/or organization(s)
  • Ensure that protection and detection capabilities are acquired or developed using the IS security engineering approach and are consistent with organization-level cybersecurity architecture
  • Manage the monitoring of information security data sources to maintain organizational situational awareness
  • Identify security requirements specific to an information technology (IT) system in all phases of the system life cycle
  • Continuously validate the organization against policies/guidelines/procedures/regulations/laws to ensure compliance
  • Routinely exercises independent judgment and discretion when obtaining and leading confidential advance information of management's position with regard to IT cyber contract negotiations and investments; performing studies that may result in changes of organizational structures or staffing levels requiring labor relation matters
  • Monitors and audits the schedule, cost, design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG information systems

Qualifications

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience includes the following: overseeing and conducting Assessment and Authorization (A&A) within Department of Homeland Security or Department of Defense utilizing XACTA and/or eMASS; overseeing and providing training to staff on vulnerability management; identifying IT security program implications of new technologies or technology upgrades and researching security requirements for IT systems in all phases of a system life cycle.

To qualify at the GS-14 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience includes the following: conducting Assessment and Authorization (A&A) within Department of Homeland Security or Department of Defense utilizing XACTA and/or eMASS; managing vulnerability management; determining the necessary resources (leadership support, financial, personnel) to support IT security goals; ensuring cybersecurity requirements are integrated into the continuity planning for an organization; and continuously validating the organization against regulations, laws and guidance to ensure compliance.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
