Summary

The Architect of the Capitol (AOC), Office of the Superintendent, Senate Office Buildings (SOB) is seeking a dependable Operations Manager to be responsible for the management and direction of the SOB's day and night labor and custodial workforces. The purpose of the position is to assist with strategic planning and provide overall direction, planning and deployment of resources for the operations of the Labor and Custodial Branch.

The Senate Office Buildings Client Services Division is responsible for receiving client requests, creating work orders, tracking client concerns, and inspecting the Senate Office Buildings to maintain the highest level of facility care and client satisfaction. Managing the Senate Office Buildings Service Center with a focus on providing world class customer service to include custodial operations and cleaning of historical assets are essential responsibilities of the position.

MAJOR DUTIES: (quoted at the GS-14 level)

Operations Management
  • Independently analyzes work requirements and determines manpower requirements and equipment needed to accomplish the work. Considers currently scheduled work and requirements to identify the availability of materials and staff and determine objectives requiring additional resources. Oversees daily operations of shops within the branch; as appropriate, makes changes in organization of work and assignment of functions to improve workflow and services performed and to increase effectiveness. Forecasts and sets annual and multi-year work plans and schedules for in-house and contracted work, determines best approach for resolving budget shortages and develops plans for long-range staffing needs.
  • Provides guidance to the Assistant Superintendent to develop a strategic plan for the branch which supports the AOC's strategic plan and vision. Ensures intent and vision of the plans are incorporated into all Branch activities and communicated to all employees and milestones are met.
  • Provides input to Assistant Superintendent on branch budget, manpower and other resource costs and equipment maintenance and determines indices of productivity. Reports findings and recommends solutions to problems encountered up the chain of command.
  • Prepares reports on technical and administrative aspects of program operations for use by higher management levels relational to operations and efficiencies. Develops and makes recommendations on management issues in concise and convincing language in consideration of implications and justifications.
  • Serves as Contracting Officer's Technical Representative for contractor-performed custodial services. Reviews contractors' performance of such services for compliance with contract specifications. Coordinates with Contracting Officer on findings of unsatisfactory performance and recommends termination for default as appropriate. Advises the Assistant Superintendent in the negotiation and administration of contracts dealing with trash removal, hazardous waste storage and removal and recycling of waste materials.

Leadership Responsibilities
  • Performs administrative and technical supervisory functions for subordinates; assigns duties to and evaluates performance to provide specialized services for all the SOB.
  • Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.   • Coordinates with jurisdictional representatives, external agencies and executive-level officers and oversight with professional and proficient communications.
  • Liaises with the AOC Labor Relations Officer for negotiation activities with AFSME. Participates in strategic planning sessions ahead of new bargaining periods and quarterly LMRC meetings.
  • Resolves complaints and grievances as delegated by higher level supervisors.
  • Develops performance requirements for subordinate supervisors and ensures a mutual understanding of the performance standards. Provides for employee skills enrichment through job-related coaching, mentoring and training. Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the organization.
  • Is responsible for utilizing a thorough knowledge of and compliance with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.

Specialized experience must include all of the following: (1) Providing administrative and technical supervision to subordinates performing labor and custodial work; (2) Developing performance requirements for subordinate supervisors and providing for employee skills enrichment through job-related coaching, mentoring and training; (3) Analyzing and determining work and manpower requirements and equipment needed to maintain high-level operations of a facility; (4) Preparing budget estimates for supplies, equipment and labor costs for labor and custodial workforce operations; (5) Providing recommendations for optimization of resources which support and enhance a strategic plan and vision; and (6) Providing client service support by responding to questions or concerns from high-level clients with high expectations.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service.

Education

Although the Equipment, Facilities and Services occupational series (1601) does not require a degree, a bachelor's degree or higher is required for all AOC positions at grade GS-14 and above. Advancement to the GS-14 is contingent upon possession or attainment of a bachelor's degree or higher from an accredited college or university.
