Responsibilities

Major duties for this position include but are not limited to the following:
  • Drafts regulatory notices and information in support of regulatory activities of the directorate and Agency. Researches, analyzes and writes enforcement guidance and provides technical support for the directorate and construction industry. Reviews citations from compliance inspections and provides guidance for enforcement personnel. Reviews outreach materials and provides feedback for the directorate.
  • Provides technical expertise necessary for the development of safety and health standards and enforcement guidance. Relies upon technical expertise to recognize, analyze, and resolve complex enforcement and compliance issues. Serves as a liaison for the Office of Construction Standards and Guidance and a technical expert on program activities. Provides technical assistance in support of the Agency's and construction industry's outreach activities.
  • Provides reviews of regulatory text and supporting information in support of rulemaking activities. Researches standards and develops interpretations of them as enforcement guidance for directorate responses. Reviews outreach materials and provides feedback for the directorate. Reviews information from compliance inspections and provides guidance for enforcement personnel.
  • Briefs the results of reviews such as those of: regulatory text and supporting information; outreach materials; enforcement guidance; and program activities. Discusses and presents regulatory and compliance concerns with managers, other staff, or as a representative of the directorate or agency. Fields compliance concerns from stakeholders and provides accurate responses. Communicates with other offices as a liaison of the Office of Construction Standards and Guidance and directorate.
  • Leads internal discussions about and participate in complex projects. Contributes to projecting the regulatory agenda of the office. Triages, researches, briefs and promptly responds to various compliance inquiries regarding their history, complexity, urgenc.

Qualifications

Undergraduate and Graduate Education: Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

Specialized Experience (for positions above GS-5): Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

FOR the GS-13: One year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-12 level in the Federal Service. Specialized experience is defined as experience coordinating the efforts of interdisciplinary regulatory and enforcement teams, representing an enforcement or standards Directorate as a subject matter expert, developing and presenting complex enforcement or regulatory concepts, assessing and organizing the completion of multiple assignments, conducting rulemaking for publishing standards, implementing concurrence processes for issuing directives, and researching, interpreting, writing, and editing enforcement and regulatory materials related to occupational safety and health matters, including regulatory standards and compliance guidance.

Project Management - SME Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
