Responsibilities

The Enterprise Engineering and Architecture group has responsibility for the Enterprise Architecture, Enterprise Engineering Services, and Enterprise Data Management for FCC IT and is tasked with providing IT modernization plans, delivering modernized systems and services, and catalog and publish FCC data sets. The group supports multiple IT programs within the Commission and is responsible for the evaluation, section, and ingestion of new technologies and services and serves as SMEs for existing technologies. The group coordinates closely with other IT units such as Enterprise IT Operations, Information Resiliency, Tailored Platforms and Data, and the Management and Lifecycle groups in delivering new and modernized technologies, systems, and applications and in providing IT and Business stakeholders with objective technology and strategy advice optimizing business value. As an Enterprise Architect, the incumbent will be responsible for performing the following major job duties:
  • Overseeing and managing enterprise architecture and maintenance of technical infrastructure roadmaps, reference architecture models and the standards compliance process; establishing and ensuring technical infrastructure compliance with architecture standards, processes, principles, and methodologies.
  • Determining gaps between the current and target architecture and develops plans for transitioning to target architecture. Identifies opportunities to improve enterprise-level systems to support business processes and utilize emerging technologies.
  • Participating with the ACIO for Engineering and Architecture in guiding development activities including reviewing product deliverables for high-level design, operational (line-of-business) and architectural conformance. Capturing "as is" architecture, developing "to be" architecture, performing gap analysis, and providing architecture analysis and recommendation.
  • Developing position papers outlining appropriate approaches, evaluates specific enterprise architecture frameworks, and propose processes or methodologies for the use of enterprise architecture products in strategic and budget planning and acquisition/investment management.

Current Federal employees must meet time-in-grade requirements by the closing date of this announcement in order to be considered for the position. Candidates must have held the next lower grade or have equivalent education and/or experience in the normal line of progression for this position for a least one year. Specialized Experience: Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service. For this position, specialized experience includes the following:

    GS-14:
    • Experience overseeing Enterprise Architecture program and maintenance of technical infrastructure roadmaps, reference architecture models and managing compliance with Enterprise Architecture standards.
    • Experience working with vendors and managing vendor relationships.
    • Experience capturing "as is" architecture, developing "to be" architecture, performing gap analysis, developing transition plans, and perform architecture analysis and recommendations.
    • Experience developing position papers outlining appropriate architecture approaches.
    • Experience leveraging architecture products in strategic and budget planning, acquisition/investment management, and IT modernization.

    Additional Requirements:
    • The incumbent must be able to obtain certification within 6 months of appointment and maintain at least Level I COTR certification.
    • The incumbent be able to obtain and maintain ACUM/SCUM or PMI Project Management Professional certification within 12 months of appointment.
