Summary

This is a developmental position. The incumbent may be noncompetitively promoted to the next level when all requirements are satisfied.
Responsibilities include planning, development, design and construction management of significant and complex building design and construction projects for the VA Maryland Health Care System (VAMHCS). Assignments may be located at the medical center, Community Based Outpatient Clinics, and Outreach Centers.

Responsibilities

Duties include but are not limited to:
  • Responsible for engineering and administrative duties relating to the operations of Facilities & Engineering Service and for technical engineering design and supervisor of station-level, non-recurring maintenance, minor and support to major constructions projects amongst other initiative
  • Assignments may include planning, coordinating, scheduling and reviewing new construction and renovation work.
  • Application of technical knowledge in various engineering disciplines such as structural, mechanical, electrical and civil engineering.
  • Conducts engineering surveys, determines construction requirements, evaluates Architect/Engineer firms, reviews and negotiates cost proposals, prepares plans and specification, analyses equipment requirements, develops construction cost estimates, reviews project submittals and shop drawings , prepares project status reports and supervises construction projects.
  • Assists the engineering staff in develop of long-range construction and maintenance programs utilizing technical knowledge and general understanding of the medical center's physical condition.
  • coordinates and works with other Facilities & Engineering service personnel to assist in the development of construction project plans and specializations and other incidental, related activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

BASIC REQUIREMENTS:

A. Degree: professional engineering (successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in professional engineering). To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. NOTE: You must submit a copy of your registration or licensure with your application package for verification purposes. (DOCUMENTATION REQUIRED)
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You must submit a copy of your registration or licensure with your application package for verification purposes. (DOCUMENTATION REQUIRED)
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. NOTE: You must submit a copy of your transcript(s) with your application package for verification purposes. (TRANSCRIPTS REQUIRED)
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) NOTE: You must submit a copy of your transcript(s) with your application package for verification purposes. (TRANSCRIPTS REQUIRED)
  • Specialized Experience

    GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Professional knowledge of the theories, principles, practices and techniques of various engineering disciplines including mechanical, electrical and civil in order to plan, design and manage new and renovation construction projects. Must be familiar with the particular types of problems which are encountered in medical facilities. Must have a working knowledge and understanding of financial management, human resources management, labor relations, Federal and/or VA procurement, contracting and contract management. Should be able to apply various quality management principles and techniques. Utilizes OSHA, Joint Commission, NFPA, ANSI, VA, local and state standards, guidelines and regulations along with numerous engineering, construction, cost-estimating guides and equipment manuals.

    Physical Requirements: The incumbent must work throughout all areas of the medical center and campus. In some cases, he/she must go in out-of-the-way areas such as pipe chases, roofs, attics, interstitial spaces, equipment rooms, etc., which may require walking kneeling, bending, stooping, crawling, while occasionally lifting up to 60 pounds etc. He/she will be required to wear personal protective equipment as necessary. Project demands may require work at other than normal administrative hours.

    Work Environment: Consists of standard office settings, construction sites, mechanical equipment spaces, labs, patient care areas, roofs and crawl spaces. Work regularly involves exposure to hazards, such as moving machinery, infectious disease, shielded radiation sources, toxic chemicals and gases, flammables, high noise levels, high and low temperatures, electrical shock, etc.
