Responsibilities

The Lead Communications Operator position is located in the Communications Section, Command Division, Command and Coordination Bureau (CCB), Office of the Assistant Chief of Police for Uniformed Operations, United States Capitol Police (USCP). The Communications Section is responsible for facilitating service calls and information using telecommunications equipment and automated systems to resolve a variety of issues and to ensure a response from the appropriate emergency service.

In this exciting role, you will:

Assist with training newly hired Communications Operators; conduct annual refresher and upgrade training and participate in the development and implementation of specialized training. Participate in the development of lesson plans, handout materials, and operational exercises. Recommend modifications to update or improve various aspects of existing training materials, as well as new or modified instructional materials to accommodate training requirements and/or changes to equipment, computer programs and work procedures.

Distribute and balance employee workload to ensure timely accomplishment of tasks assigned. Provide reports to the supervisor on employee work performance and identify employee training needs and progress.

Serve as point of contact to resolve operational problems and provide authoritative explanations of dispatching requirements, regulations and procedures. Answer, evaluate, and prioritize incoming phone calls. Obtain complete information to determine the level of urgency. Perform duties and responsibilities to assist operation such as dispatch police, fire, towing and/or medical response utilizing a computer-aided dispatch (CAD) system, telephone, multi-channel radio, text telephone device (TDD) for the hearing impaired, numerous law enforcement and agency databases and automated map systems.

Provide oversight to the monitoring of alarms, access control and video security systems in the USCP Communications Center. Provide area and visitor surveillance assessments using intrusion detection, access control, Members duress, digital video, and Closed Circuit Television System (CCTV) and assessment systems, and related security equipment.

Perform queries of data from a broad range of computer systems, including the National Crime Information Center (NCIC), Washington Area Law Enforcement System (WALES) and other systems related to law enforcement activities.

Operate digitized map systems to direct responses to emergency and criminal activity.

• Successful completion of a Background Investigation is required.
• Must complete a one year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

One (1) year of specialized experience that is comparable to at least the CP-05 (GS-07 equivalent) grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Specialized experience is defined as experience leading employees in dispatch and emergency awareness; proficiency in operating a computer-aided dispatch (CAD) system, security monitoring system and a Closed Circuit Television System (CCTV). All eligibility requirements must be met by the closing date (09/29/2020) of the vacancy announcement.

Additional Conditions of Employment with USCP:

This position is included in a collective bargaining unit.

Shift Work - The USCP operates 7 days a week and 24 hours a day. Lead Communications Operators will be required to work any assigned shift. Duty hours are subject to change to accommodate the needs of the Department; additional duty hours may be required. Applicants must be willing and able to work nights, weekends and holidays.

Shift hours are flexible and may require extended work hours. Shifts are as follows; however, they are subject to change. A 30-minute non-compensable meal period is included in every shift.

• 1st Shift: 10:00 pm - 6:30 am
• 2nd Shift: 6:00 am - 2:30 pm
• 3rd Shift: 2:00 pm - 10:30 pm

Work locations - Some locations may be in remote areas; however, still within the Washington Metropolitan Area.
